About this opportunity

The City of Indianapolis and Marion County Department of Public Works is requesting bids for a term agreement for traffic signal components (RFB-14DPW-1765), with bids due July 23, 2026 at 10:00 a.m. and questions due July 14, 2026 at 12:00 p.m. The City reserves the right to split awards among multiple vendors and currently contracts with Carrier & Gable Inc. (Contract 20902) and Traffic Control Corp (Contract 20904).

The scope encompasses a comprehensive range of traffic signal equipment: power supplies, surge suppressors, modems, cabinets, controllers, detection systems, video detection cameras, signal hardware, signal heads, pedestrian push buttons, and testing equipment, with estimated quantities ranging from single units to over 2,000 units for certain cable rings. Reference specifications include McCain traffic signal housings (8-inch and 12-inch in aluminum or polycarbonate), McCain pedestrian signal housings (12-inch and 16-inch), LEOTEK Frontier 16" × 18" LED countdown pedestrian signal modules compliant to ITE PTCSI standards, Guardian Wave independent accessible pedestrian signal devices, PedConnex utility and app software, and conflict monitor and LED test equipment. Traffic signal housings operate from −37°C to +74°C with 0–95% humidity tolerance (non-condensing). Pedestrian signal modules meet NEMA TS 2-2003 and IEC surge-protection standards.

The initial contract term is two years from execution with renewal provisions allowing extension under the same terms and conditions, provided the renewal period does not exceed the original contract term. A maximum price escalation of 5% is permitted over the contract term when market conditions justify adjustments, supported by written documentation. All pricing shall be submitted in U.S. dollars on a delivered basis (FOB Destination, Freight Prepaid and Allowed), with shipping and delivery charges included in unit costs. No bid bonds or performance bonds are required.

Bidders must submit a U.S. Manufactured Products Preference Certification, Bid Acknowledgement Form, Affidavit of Non-Collusion, MBE-WBE-VBE-DOBE certification, and an Exception Sheet. Manufacturer literature and warranty statements of at least one year covering parts and labor are mandatory. Bidders must confirm willingness to extend pricing to other Indiana political subdivisions upon request. The buyer is Kyle Willis at (317) 327-4641.
