About this opportunity

Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting quotes for temporary traffic control services under RQ143706(2), with quotes due September 9, 2026 at 4:00 p.m. PDT via email to ortizdelgadoj@metro.net. California prevailing wage and insurance requirements apply and are non-negotiable compliance conditions.

Award will be made on best-value basis, evaluated on price, past performance (minimum two references required via Exhibit 7), and demonstrated ability to meet prevailing wage and insurance terms. Questions must be submitted at least three business days prior to close.

The scope covers temporary traffic control services over a six-month performance period. Bidders must price two primary items: Lane Closure with Tech Support at an estimated 4 nights annually (bidders submit unit cost; the pricing schedule shows a $5-per-night placeholder); and Permits and Fees Allowance at $2,025.00 per occurrence for 4 occurrences annually, totaling an estimated $10,125.00 as the basis for award evaluation. An optional Labor Rates schedule allows Metro to request as-needed traffic control work (estimated 40 hours over the period) across Watch Persons, Flaggers, Supervisors, Foremen, and Installers classifications at fully burdened day, night, and weekend/holiday rates. Estimated quantities are for evaluation only and not guaranteed.

Prevailing wage is governed by California State Determination LOS 2026-2 for Southern California and Los Angeles County, and Federal Determination CA20260022 Modification 5. Contractors must register with the California Department of Industrial Relations Contractor Registration Database at bid and award; failure to register carries penalties up to $8,000. Contractors must comply with apprentice requirements for contracts over $30,000, maintaining a minimum 20% apprentice-to-journeyman hour ratio. Employment records must be preserved for three years from completion.

Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 general aggregate), Commercial Automobile Liability ($1,000,000 per accident), and Workers' Compensation complying with California statutory requirements. All policies must be issued by California-admitted insurers with A.M. Best's rating of A-VII or better. LACMTA and its officials and employees must be added as additional insureds with primary coverage; deductibles or self-insured retentions exceeding $25,000 require LACMTA approval. All subcontractors must be included under the contractor's policies or provide separate certificates meeting the same standards.
