About this opportunity

The Tennessee Department of Transportation (TDOT) is requesting proposals for portable restrooms and septic service across Tennessee under ITB 40100-13998, with proposals due October 2, 2026 and questions due by September 11, 2026 at 10:00 a.m. Central Time.

TDOT intends to make up to four multiple awards, each responsible for a defined regional area of Tennessee. The scope includes routine servicing, cleaning and sanitization, stocking of required materials, wastewater removal and disposal, maintenance, and emergency and non-routine services for portable restroom units deployed at TDOT facilities and work sites throughout the state. Contractors must comply with all applicable Tennessee contractor licensing requirements and state and federal regulations governing portable sanitation facilities, including environmental protection and health code standards.

The contract term is sixty months from the effective date, with an option for TDOT to extend for an additional period not to exceed one hundred eighty days under the same terms and conditions at the state's sole discretion. All prices must remain firm for three hundred sixty-five days; thereafter, the contractor may request increases supported by independently verifiable documentation reflecting decreased costs or increased manufacturer pricing applicable to all customers.

Respondents must be registered with the State of Tennessee Supplier Portal prior to contract issuance. Insurance requirements include workers' compensation of one million dollars, commercial general liability of one million dollars per occurrence and two million dollars aggregate, and automobile liability of one million dollars per occurrence. Contractors shall submit invoices within thirty days of service completion. TDOT retains the right to cancel the ITB in its entirety, reject any or all responses, or negotiate revised cost proposals with apparently responsive and responsible respondents. The state is exempt from all local, state, and federal excise taxes, which shall not be included in respondent pricing.
