About this opportunity

Trinity River Authority of Texas is soliciting preselection proposals from ozone system suppliers for design, furnishing, and commissioning of ozone generation equipment at the Tarrant County Water Supply Project Fourth Ozone Generator and Transfer Pump Station Upgrades, with proposals due September 4, 2026 at 2:00 p.m. via Civcast.

The scope includes an ozone generator, Power Supply Unit, chiller, and related appurtenances and instruments for installation by others at the project site in Euless, Texas. The ozone system supplier must provide design support during the design development phase (60% design completion July 2026, 90% October 2026, 100% January 2027), complete equipment specifications, P&IDs, installation instructions, commissioning, operator training, and freight to site. Addendum No. 1 (issued August 14, 2026) modifies specifications and control system architecture, requiring the supplier to furnish all network connections, communication cabling, configuration, and PCS/SCADA integration including fiber optic communications infrastructure, remote terminal units, PLCs, and SCADA components across multiple facility buildings. The supplier is responsible for PLC system programming, installation, and commissioning per Division 40 specifications.

Evaluation uses a 100-point scoring system: 50 points for capital and life-cycle cost (calculated over a 20-year period at 45 MGD average daily flow with 2 mg/L ozone dosage), and 50 points for non-economic factors including experience, equipment footprint compliance, robustness, access and maintainability, completeness, and exclusions or deviations. Capital cost awards full points to the lowest-cost proposer with others scored proportionally.

Proposals must include itemized cost breakdowns for Generator 4 and separately for replacement generators 1, 2, and 3 (installation 2028, 2029, and 2030 respectively), with an alternate option for all three replacements in 2029. Optional extended annual services for three years post-completion must be separately priced. Design support services during design phase are at the System Supplier's sole risk and expense, with compensation provided upon construction contract award and Notice to Proceed. Construction contract bid advertisement is planned February 2027, award April 2027, and substantial completion by May 2029. All proposals submitted are subject to public inspection under the Texas Public Information Act.
