About this file
This is a Preselection Package Request for Proposals (RFP) issued by the Trinity River Authority of Texas for the Tarrant County Water Supply Project (TCWSP) Fourth Ozone Generator and Transfer Pump Station Upgrades. The RFP solicits proposals from ozone system suppliers (OSS) to design, furnish, and commission ozone generation equipment for installation at TCWSP. Equipment scope includes an ozone generator, Power Supply Unit (PSU), chiller, and related appurtenances and instruments. Proposals must be submitted electronically via the Civcast website by Friday, September 4, 2026 at 2:00 PM. The project includes design support services during the design development phase, with key milestones including 60% design in July 2026, 90% design in October 2026, 100% design in January 2027, construction contract bid advertisement in February 2027, construction contract award in April 2027, and substantial completion by May 2029. The RFP also requests pricing for replacement ozone generation systems for Generators No. 1, 2, and 3, with installation dates in 2028, 2029, and 2030 respectively, as well as an alternate option for all three replacement systems to be installed in 2029.
Selection will be based on a 100-point scoring system comprising 50 points for capital and life cycle cost and 50 points for non-economic factors including experience, equipment footprint compliance, robustness, access and maintainability, completeness, and exclusions or deviations. Capital cost scoring awards full points to the lowest-cost proposer with other proposers scored proportionally. Life cycle cost is calculated over a 20-year evaluation period based on initial capital investment and annual operation costs at 45 MGD average daily flow with 2 mg/L average ozone dosage. Proposers must submit itemized cost breakdowns, equipment specifications with compliance checkmarks, technical literature, P&IDs, installation instructions, and details of included services such as commissioning, operator training, and freight to the project site in Euless, Texas. Optional extended annual services for three years post-completion should be clearly priced. The selected proposer will be the highest-rated proposer as determined by the Owner, with negotiations to follow. Design support services provided during the design phase are at the System Supplier's sole risk and expense, with compensation provided by the Contractor upon construction contract award and Notice to Proceed.
