About this opportunity

SUNY Schenectady is issuing a Request for Proposals (RFP) for a Human Resources Information System (HRIS) with integrated Learning Management System (LMS) and cloud hosting. The HRIS must provide capabilities such as applicant tracking, onboarding, performance management, document management, and job description management, with potential future functionality for payroll, benefits, and time and attendance. The RFP outlines detailed technical requirements and evaluation criteria, including ability, comprehension of challenges, training and support, ADA compliance, staff qualifications, and references. Proposals are due by September 28, 2023, and SUNY Schenectady will evaluate the bids based on the best value, not necessarily the lowest cost. The contract term is for three years with two one-year extension options.

This procurement is not designated as a Service-Disabled Veteran-Owned Set Aside. SUNY Schenectady has not awarded an identical or substantially similar contract within the past five years. The college currently spends approximately $12,000 per year on its existing HRIS solution and is looking to integrate the new system with its Banner ERP and other existing software platforms. Bidders are instructed to provide pricing for the core HRIS requirements as well as any additional functionality, and the college reserves the right to award the contract to the proposal that provides the best overall value.
