About this opportunity
The Finger Lakes Developmental Disabilities Services Office (DDSO), operating under the New York Office for People with Developmental Disabilities (OPWDD), is soliciting competitive bids for a complete kitchen renovation at the Sunray Crest Intermediate Residential Alternate (IRA) facility located at 6469 Sunray Crest Drive, Victor, New York 14564. This is a New York State Article 8 Public Works project requiring the payment of prevailing wages as determined by the New York State Department of Labor under PRC number 2026012384. Contractors must provide all labor, materials, and disposal services to complete the kitchen renovation in accordance with architectural designs prepared by Z Axis Architectural and approved by the OPWDD Architect on October 10, 2025, with work to be completed within 60 days of purchase order award. All work must be performed Monday through Friday during hours to be determined, with the residence remaining occupied during construction, requiring careful coordination with facility staff and adherence to safety protocols. Prospective bidders must attend a mandatory site visit on Tuesday, May 19, 2026, at 10:00 a.m. to verify knowledge of the project scope; bids will not be accepted from vendors who do not attend or who arrive late. Written questions must be submitted by May 21, 2026, with official responses provided by May 26, 2026. Bids are due by May 28, 2026, at 8:00 p.m., and must remain valid through August 26, 2026. All contractors and subcontractors must be registered with the New York State Department of Labor pursuant to Labor Law 220-i, provide a valid NYSDOL registration number and Certificate of Registration with their bid submission, and maintain comprehensive insurance coverage including workers' compensation, general liability (minimum $1,000,000 per person/$2,000,000 per occurrence), and property damage insurance with the State named as additional insured.
This procurement is restricted to contractors registered with the New York State Department of Labor, with no disadvantaged enterprise set-asides noted in the documentation. The NYSDOL estimates approximately three to four weeks for registration application review and certificate issuance, and prospective bidders are strongly encouraged to register promptly to avoid schedule disruptions. All work must be guaranteed for at least one year covering parts, materials, and labor, with invoices to be submitted within 30 days and include certified payroll documentation. No incumbent vendors or current contractors are identified in the documentation, though a pre-renovation asbestos survey was previously conducted on September 13, 2021. No specific award value or budget range is disclosed in the available documentation; interested contractors should request the formal invitation for bid by contacting Franchesca Sagen via fax at 585-461-8811 or email at FL.Purchasing@opwdd.ny.gov, referencing the project location and title on company letterhead. The agency reserves the right to make awards within 90 days and to reject any or all proposals, with awards not becoming final until a Purchase Order is issued.
