About this opportunity

The Colorado Department of Public Health and Environment is soliciting bids for the Summitville Dam Impoundment Head Gate and Controls Replacement project (Notice Number SV-102) located in Rio Grande County, Colorado. This Design/Bid/Build procurement involves the kind-for-kind replacement of deteriorating head gate assemblies, requiring contractors to remove corroded cast iron steel components, oil seal packing assemblies, galvanized piping, and grout base pads, followed by installation of stainless steel Hydrogate HG561 Series head gate assemblies with complete appurtenances and supporting infrastructure. Deliverables include two primary pay items comprising material removal and installation of two Hydrogate Head Gate 561 Series assemblies (15" x 15"), along with specified quantities of galvanized Schedule 40 pipe, oil seal packing assemblies, anchor bolts, bronze nuts, stainless steel washers, and valve stems. The contractor must furnish all materials, equipment, labor, supervision, and transportation necessary for completion, including proper handling and disposal of all removed materials and comprehensive site cleanup, with final acceptance requiring written approval from the State Engineer and submission of as-built drawings. Bids are due July 27, 2015 at 2:00 PM with public bid opening immediately following at Colorado Department of Public Health and Environment offices in Denver, and registered bidders may submit questions by July 7, 2015 at 3:00 PM to Sam Fuller, with answers provided in an addendum by July 13, 2015. Minimum qualifications require contractors to hold a valid Colorado business license, be registered with the Colorado Operations Resource Engine Vendor Self Service system, and demonstrate successful completion of at least three similar projects involving head gate and controls installation on jurisdictional dams in Colorado. Substantial completion must be achieved within 100 days of the anticipated Notice to Proceed date of August 15, 2015, with final completion within 130 days, and work must comply with OSHA 29 CFR 1910.120 and applicable health and safety standards.

Preference will be given to Colorado resident bidders and for Colorado labor as provided by law, with contractors required to employ Colorado labor to perform at least 80% of the work. Federal Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) utilization targets of 6.1% and 6.6% respectively are mandatory conditions of the contract award, as this project is funded through a federal Cooperative Agreement with the U.S. Environmental Protection Agency pursuant to 40 CFR 35 Subpart O, which imposes Davis-Bacon prevailing wage requirements and associated federal compliance obligations. Each bid must be accompanied by a Bid Bond in an amount not less than 5% of the total bid, valid for forty-five days after bid opening, and the contractor must provide Performance Bond and Labor and Material Payment Bond in the full contract amount. The estimated construction cost is $50,000, with the majority of funding provided by federal funds distributed to the State by the U.S. Environmental Protection Agency. Liquidated damages are assessed at $1,000.00 per day for delays beyond the final completion period, and the contractor must maintain Commercial General Liability insurance with $2,000,000 general aggregate limits and $1,000,000 per occurrence with primary and non-contributory Additional Insured coverage for the State of Colorado.
