About this opportunity

Burbank Unified School District is requesting bids on roofing demolition and installation work at three elementary school sites — Horace Mann Children's Center, Robert Louis Stevenson Elementary School, and William McKinley Elementary School — under BID 2627-015, with electronic bids due November 24, 2026, at 11:00 a.m. Pacific Time and mandatory pre-bid job walks on October 26, 2026, at 7:30 a.m. Prequalification is mandatory for all prime contractors and subcontractors with subcontracts valued at $25,000 or more; bidders who do not attend the pre-bid conference for a specific site are ineligible to submit bids for that site. Contractors must hold a California C-39 license classification and obtain a Garland Certification letter specific to this project prior to bid submission.

The project comprises roof recovery and replacement using owner-furnished Flexbase E 80 base sheets and KEE-Stone HP cap sheets (cold-applied 2-ply thermoplastic hybrid system), with shingle work using GAF Timberline or equivalent. Scope includes deck repair, flashing, drain replacement and testing, and metal fabrication. Contractors must be certified Pre-Approved Garland Contractors with a minimum of five years documented experience and maintain a full-time on-site supervisor. The district supplies materials; the contractor assumes responsibility for lost or stolen items. A 7 percent baseline deck replacement allowance is included in the base bid; additional replacements trigger unit-price change orders. All roofing must meet Energy Star and Cool Roof Rating Council requirements, achieve UL Class A fire classification, and comply with NRCA standards. Contractors must provide 5-year labor and material warranties; the manufacturer provides a 40-year warranty on KEE-Stone HP systems.

Engineer estimates are $710,480 for Horace Mann, $1,521,416 for Robert Louis Stevenson, and $983,676 for William McKinley. Each site is awarded separately to the lowest responsive and responsible bidder; however, total contracts awarded to any single bidder cannot exceed 50 percent of that bidder's lowest annual revenue from the three most recently completed fiscal years. Project completion is August 6, 2027, with liquidated damages of $1,500 per calendar day for delays. The project is subject to California prevailing wage requirements, Community Workforce Agreement obligations (40 percent local hiring goal), and weekly certified payroll reporting to the Department of Industrial Relations. Bid bonds equal to 10 percent of the base bid are required; upon award, contractors must provide separate Payment and Performance Bonds each equal to 100 percent of the contract amount, issued by a California-admitted surety with an A- or better A.M. Best rating. General liability insurance of $5,000,000 per occurrence and automobile liability insurance of $1,000,000 per accident are required. Material substitutions must be submitted 14 calendar days prior to bid opening.
