About this file

This is a bid documents package for Burbank Unified School District's Summer 2027 roofing project at three elementary school sites. The District is seeking qualified contractors to perform demolition and roofing installation work at Horace Mann Children's Center, Robert Louis Stevenson Elementary School, and William McKinley Elementary School. The project includes recovering and replacing existing roofing systems, with owner-furnished materials consisting of Flexbase E 80 base sheets and KEE Stone HP cap sheets. Engineer estimates for the three sites are $710,480 for Horace Mann, $1,521,416 for Robert Louis Stevenson, and $983,676 for William McKinley. Contractors must complete a prequalification application prior to bidding, and the District reserves the right to award separate contracts for each site to the lowest responsive and responsible bidder. Liquidated damages are set at $1,500 per calendar day for delays beyond the scheduled completion date. All bidders must acknowledge receipt of all bid documents and addenda, and bids remain valid for 90 days following opening.

Contractors must maintain liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, as well as current workers' compensation insurance and Department of Industrial Relations SB854 registration. Contractors are required to be certified Garland roofing product installers and must provide performance and payment bonds within ten business days of receiving notice of award. Prequalification is mandatory for all prime contractors and any subcontractors with subcontracts valued at $25,000 or more. The prequalification process requires submission of financial statements, W-9 forms, liability insurance certificates, and Garland certification letters. Contractors are automatically disqualified if they lack the required C-39 classification license, fail to provide DIR registration, or cannot provide proof of Garland certification. Unit price bid items are also required for plywood deck replacement, new roof insulation (R-10), downspout replacement, and wood fascia replacement. All contractors must comply with the District's Community Workforce Agreement, prevailing wage requirements, and drug-free workplace policies.

DESIGNATION OF SUBCONTRACTORS

To Be Executed by Bidder and Submitted with Bid

Each bidder shall set forth below the name and the location of the place of business of each subcontractor and the California contractor license number of each subcontractor who will perform work or labor or render service to the Contractor in or about the construction of the Work or improvement, or to a subcontractor licensed by the State of California who, under subcontract to the Contractor, specially fabricates and installs a portion of the Work or improvement according to detailed drawings contained in the plans and specifications, in an amount in excess of one-half of 1 percent (0.5%) of the bidder's total bid, and the portion of the Work which will be done by each subcontractor. An inadvertent error in listing a California contractor’s license number shall not be grounds for filing a bid protest or for considering the bid nonresponsive if the bidder submits the corrected contractor’s license number to the Owner within 24 hours after the bid opening, or any continuation thereof, so long as the corrected contractor’s license number corresponds to the submitted name and location for that subcontractor.

If the Contractor fails to specify a subcontractor for any portion of the Work to be performed under the Contract in excess of one-half of 1 percent (0.5%) of the Contractor’s total bid, the Contractor shall be deemed to have agreed to perform such portion itself, and shall not be permitted to subcontract that portion of the Work except under the conditions hereinafter set forth.

Subletting or subcontracting of any portion of the Work as to which no subcontractor was designated in the original bid shall only be permitted in cases of public emergency or necessity, and then only after a finding reduced to writing as a public record of the legislative body of the Owner.

As of March 1, 2015, for any bid proposal submitted, and as of April 1, 2015, for any contract for public work entered into, an inadvertent error in listing a subcontractor who is not registered under Labor Code section 1725.5 shall not be grounds for filing a bid protest or grounds for considering the bid nonresponsive, provided that either: the subcontractor is registered prior to the bid opening; or the subcontractor is registered and has paid the penalty registration fee specified in Labor Code section 1725.5(a)(2)(E), if applicable, within 24 hours after the bid opening; or the subcontractor is replaced by another registered subcontractor under Public Contract Code section 4107.
