About this opportunity

The Delaware Department of Transportation (DelDOT) is requesting proposals for statewide subsurface investigation services under an Indefinite-Delivery/Indefinite-Quantity structure, with proposals due September 10, 2026 at 2:00 p.m. local time via the Bonfire Procurement Portal. Up to two agreements will be awarded.

The scope encompasses drilling, sampling, visual examination, documentation, and testing services across Delaware in varied terrain including riverbeds, canals, marshes, and bedrock. Work includes standard penetration testing with undisturbed sampling (55–70% of time), rock drilling (20–25%), all-terrain vehicle deployment (30–45%), and barge-mounted equipment operation (0–5%). Deliverables span drilling through unconsolidated and consolidated sediment and rock, Shelby tube sampling, observation wells, infiltration testing, and piezometer testing. Awardees must hold Delaware Well Driller's Licenses and maintain commercial general liability and errors and omissions coverage at $1,000,000 minimum. Prime Consultants must be registered with DelDOT prior to submission. Work is performed statewide at multiple sites in varied terrain.

The maximum agreement value is $3 million per contract over a three-year term with two possible one-year extensions. Pricing is on a cost-per-unit-of-work basis under Federal Acquisition Regulations, with payroll burden and overhead computed on audited direct salary costs only, excluding overtime and computer/CADD costs. Funding is federal through CFDA #20.205 and governed by 2 CFR Part 200 and 23 CFR Part 172. No DBE participation goal applies due to current certification suspensions under interim federal rules.

Evaluation criteria are weighted: Vendor Pricing (40%), Experience of Contractor (20%), Skill and Experience of Employees (20%), Equipment List and Access (10%), and Completeness of Sample Boring Log Forms (10%). Awardees must comply with Clean Air and Clean Water Act standards, civil rights provisions, and FTA regulations. No formal bidder's conference or site visit is specified.
