About this file
This is Addendum No. 2 to a subsurface investigation services contract issued by the Delaware Department of Transportation (DelDOT). The addendum, dated September 8, 2026, provides supplementary documentation for an Indefinite-Delivery/Indefinite-Quantity procurement under Federal Aid Project No. CFDA# 20.205. The scope of work encompasses statewide drilling, sampling, visual examination, documentation, and testing services across Delaware in varied terrain including riverbeds, canals, marshes, and bedrock. Specific deliverables include standard penetration testing with undisturbed sampling, rock drilling, observation wells, infiltration testing, and piezometer testing. The addendum adds Appendix B (Item Descriptions) and Appendix C (Pricing Worksheet), both posted in the Bonfire Procurement Portal. Proposals were due September 10, 2026, at 2:00 p.m. local time. Up to two agreements will be awarded under a three-year initial term with two possible one-year extensions, with a maximum agreement value of $3 million per contract.
Pricing is structured on a cost-per-unit-of-work basis under Federal Acquisition Regulations, with payroll burden and overhead computed on audited direct salary costs only, excluding overtime and computer/CADD costs. Evaluation criteria are weighted as follows: Vendor Pricing (40%), Experience of Contractor (20%), Skill and Experience of Employees (20%), Equipment List and Access (10%), and Completeness of Sample Boring Log Forms (10%). Prospective vendors must hold Delaware Well Driller's Licenses and maintain commercial general liability and errors and omissions coverage of at least $1,000,000. Prime Consultants must be registered with DelDOT prior to proposal submission. Federal funding is provided through CFDA #20.205 and governed by 2 CFR Part 200 and 23 CFR Part 172. No DBE participation goal applies due to current certification suspensions under interim federal rules. Awardees must comply with Clean Air and Clean Water Act standards, civil rights provisions, and FTA regulations.
