About this opportunity

The Charlotte-Mecklenburg Board of Education (CMBE) School Nutrition Department is requesting proposals for an Integrated Pest Management (IPM) Program serving school cafeterias district-wide, with proposals due July 22, 2026. The program emphasizes prevention, monitoring, sanitation, exclusion, and targeted treatment strategies, with chemical controls used only when necessary and in compliance with all federal, state, and local regulations.

The scope covers 101 elementary school cafeterias/kitchens, 29 middle school cafeterias/kitchens, 33 traditional high school cafeterias/kitchens, 1 food service warehouse, and 1 school nutrition office at Stafford Drive. The contract period runs September 1, 2026, through August 30, 2027. Services include regular monthly visits to each facility type, emergency and special request services (with separate rates for normal business hours and after-hours/weekend/holiday calls), additional technician labor, additional licensed applicator labor, follow-up visits beyond contract scope, and mileage/travel charges. Pricing is submitted on a standardized price sheet with monthly service costs for each facility category.

The CMBE encourages participation by Historically Underutilized Businesses (HUB) certified by the North Carolina State Office of HUB, and all bidders must complete and submit the M/W/SBE Utilization Form regardless of planned subcontractor participation. Minority, women, and small business enterprise participation is encouraged on a voluntary basis.

All bidders must comply with mandatory requirements including the North Carolina Lunsford Act (pre-employment and annual criminal background checks against state sex offender and public protection registries and the National Sex Offender Registry for all employees who will provide services on district properties), debarment certification, financial condition certification, certification of independent price, lobbying certification, and customer references demonstrating prior IPM experience. Out-of-state corporations must obtain a Certificate of Authority to Transact Business in North Carolina. Insurance requirements include $1,000,000 combined single-limit commercial general liability and automobile liability, with CMBE named as certificate holder and additional insured. All bids must be submitted in English and U.S. dollars; late bids are automatically disqualified. Contracts are contingent upon appropriated funds availability and may be terminated by CMBE with ten days' written notice for convenience or immediately for default.
