About this opportunity

The City of Pasadena, Public Works Department is requesting competitive bids for streetlight poles, LED fixtures, and related equipment under a three-year multi-year purchase order with two optional one-year extensions, with bids due July 7, 2026 at 2:00 p.m. and questions due June 30, 2026. This is an as-needed restocking arrangement with no guaranteed minimum purchase quantities.

The scope encompasses multiple pole types (Caltrans aluminum and steel, concrete, davit, and electrolier), LED fixtures from specified manufacturers including GE Evolve, Lumec RoadFocus Plus, and EOI Compass in varying wattages and color temperatures, and electrical components such as wire, conduit, fuses, connectors, and controls. Quantities range from 1 to 1,000 units depending on item type. All materials must be new, complete, and ready-for-use with current factory warranties covering defects in materials and workmanship. Delivery is required to the Street Lights and Traffic Signals facility at 233 West Mountain Street, Pasadena, California between 7:00 a.m. and 3:00 p.m., Monday through Thursday, with 24-hour advance notice; delivery must not exceed 90 days after receipt of a City purchase order.

Evaluation is based on lowest grand total price from responsive and responsible bidders, with evaluation criteria including material quality, bidder capacity and skill, prompt performance capability, financial resources, character and integrity, and previous performance history with the City. HUD Section 3 compliance applies, requiring minimum 25 percent of total labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers, with Section 3 evaluation accounting for 15 to 25 percent of available points. The City retains 5 percent of the contract award to ensure Section 3 and federal labor standards compliance. A five percent bid bond is required. Bidders must submit electronically through the City's eProcurement Portal. Price increases at the conclusion of the first contract year may not exceed the Producer Price Index for the preceding 12-month period. Compliance is required with Equal Employment Opportunity, non-collusion declarations, Living Wage Ordinance (if services exceed $25,000), minimum wage requirements, and workers' compensation standards. A shipping and handling allowance of $20,000 is itemized separately.
