About this opportunity

The City of Justin, Texas is requesting sealed bids for the Street Improvement Program Year 4, involving full-depth reclamation and asphalt pavement work, with bids due September 8, 2026 at 2:00 p.m. Addendum #1, issued August 25, 2026, adds a new base bid item for asphalt spot repair and revises construction contingency; bidders must acknowledge and submit the signed addendum with their proposals or face disqualification.

The base bid covers North Snyder Avenue (22-foot width) from West 1st Street to West 8th Street. Five additive alternates—North College Avenue, Harmonson, North Denton Avenue, North Jackson Avenue, and West 2nd Street (portions at 33-foot width)—will be awarded contingent on funding availability. The project scope includes approximately 18,000 square yards of full-depth reclamation with cement, 2-inch Type D HMAC asphalt, 576 linear feet of 18-inch reinforced concrete pipe culvert replacement, mobilization, traffic control, erosion and sedimentation control, and project signage. All work is measured and paid on a unit price basis (per lump sum, each, square yard, ton, or linear foot). A fixed construction contingency of $100,000 lump sum covers unforeseen or excluded items and is available only at the City's direction with prior authorization.

Technical specifications are governed by North Central Texas Council of Governments (NCTCOG) Public Works Construction Standards and Texas Department of Transportation (TxDOT) 2014 Standard Specifications as modified in the contract documents. The contractor must complete all work within 120 calendar days from Notice to Proceed. Bid security equal to five percent of the total bid amount is required. Upon award, the successful bidder must execute Performance, Payment, and Maintenance Bonds (the latter for two years from final acceptance) within 14 days and provide certificates of insurance. The contractor bears all responsibility for permit fees and bond costs. The contract is governed by Texas law with venue in Denton County district courts.
