About this file

This Addendum #1, issued by Westwood Professional Services on August 25, 2026, modifies the bidding documents for the City of Justin, Texas Street Improvement Program Year 4 project. The addendum introduces changes to the Bid Proposal Form and Project Technical Specifications, specifically adding a new base bid item 11A for Asphalt Spot Repair (1,000 square yards) and revising the Construction Contingency amount for Item 11. The project encompasses approximately 18,000 square yards of full-depth reclamation with cement and 2-inch Type D HMAC across a base bid covering North Snyder Avenue (22-foot width) and five additive alternates covering North College Avenue, Harmonson Avenue, North Denton Avenue, North Jackson Avenue, and West 2nd Street (with portions at 33-foot width). Scope elements include mobilization, traffic control, erosion and sedimentation control, project signs, culvert replacement with 18-inch reinforced concrete pipe, concrete collar adjustments, and asphalt pavement work. The bid date is September 8, 2026, at 2:00 p.m., and bidders must acknowledge receipt of the addendum by signing and attaching it to their proposal documents and noting receipt on the bid envelope; failure to do so may result in disqualification.

The Construction Contingency Item 11 is fixed at $100,000.00 lump sum and is intended for unforeseen or excluded items associated with project work, available only at the direction of the City and requiring prior authorization before work commences. All bidders must submit signed copies of the addendum with their proposals, and failure to return the signed addendum constitutes grounds for rendering the bid non-responsive. The number of additive alternates awarded will depend on funding availability. Technical specifications are governed by North Central Texas Council of Governments (NCTCOG) Public Works Construction Standards and Texas Department of Transportation (TxDOT) 2014 Standard Specifications, with modifications specified in the contract documents. All work items are measured and paid on unit price basis (per lump sum, each, square yard, ton, or linear foot) with full compensation for materials, labor, equipment, and incidentals necessary for completion.
