About this opportunity

The Delaware Department of Transportation (DelDOT) is requesting proposals for professional engineering design services related to stormwater and water quality projects under an open-end agreement, with proposals due September 10, 2026 at 2:00 p.m. local time. Up to two consultants will be selected under this three-year term with options for two additional one-year extensions.

The scope encompasses engineering design assistance for stream restorations, retrofits or maintenance of existing stormwater best management practices (BMPs), design of new technology BMPs, and watershed project planning to achieve compliance with NPDES MS4 regulations. Proposers must demonstrate competence in stream and outfall restorations, standard and new technology BMPs, DNREC stormwater regulations, Delaware waterways, DelDOT standards and specifications, Delaware MS4 and TMDL requirements, and DelDOT CAD standards. The selected firm must be registered or apply for registration with DelDOT through SimpliGov prior to submission.

Each individual agreement will not exceed $2 million in contract value. The contract is state-funded with no guarantee of actual agreement value. Payment will be cost plus fixed fee. Pricing including salary rates and indirect cost derivation will be requested from successful candidate firms after ranking. Payroll burden and overhead will be computed on direct salary costs only at the consultant's audited rate per Federal Acquisition Regulations; computer and CADD costs are not allowable as direct costs.

Required insurance includes Workers' Compensation; Commercial General Liability of $1 million per occurrence and $3 million aggregate; Errors and Omissions of $1 million per occurrence and $3 million aggregate; and Automotive Liability Insurance with specified coverage limits. Selection will be single-phase with potential discussions held with up to four most highly qualified firms, followed by negotiations in order of ranking. Questions must be submitted ten business days prior to proposal due date. Proposals must be submitted through the Bonfire Procurement Portal. No site visits or bidders conferences are scheduled.
