About this file
This is an Addendum No. 1 to a Request for Proposals issued by the Delaware Department of Transportation (DelDOT) for professional engineering design services related to stormwater and water quality projects. The solicitation seeks proposals for an open-end agreement covering engineering design assistance for stream restorations, retrofits or maintenance of existing stormwater best management practices (BMPs), design of new technology BMPs, and watershed project planning to achieve compliance with NPDES MS4 regulations. Services include preliminary engineering, environmental assessments, final design plans, cost estimating, CPM schedules, utility relocation coordination, construction contract preparation, construction consultation, shop drawing review, and project management services. All work must comply with current AASHTO Standards, DelDOT manuals and policies, and applicable TMDL requirements, with plans generated using MicroStation and Inroads software. The addendum revises the proposal due date to Thursday, September 10, 2026, at 2:00 p.m. local time and updates the procurement schedule. Up to two agreements will be awarded under this solicitation with a three-year term and options for two additional one-year extensions. No site visits or bidders conferences are scheduled.
The contract is state-funded with cost-plus fixed-fee compensation, with each individual agreement not to exceed $2 million in contract value. Pricing including salary rates and indirect cost derivation will be requested from successful candidate firms after ranking and selection through a single-phase evaluation process with potential discussions held with up to four most highly qualified firms. Payroll burden and overhead will be computed on direct salary costs only at the consultant's audited rate per Federal Acquisition Regulations, with computer and CADD costs excluded as direct costs. Proposers must demonstrate competence in stream and outfall restorations, standard and new technology BMPs, DNREC stormwater regulations, Delaware waterways, and DelDOT standards and specifications, and must be registered or apply for registration with DelDOT through SimpliGov prior to submission. Required insurance includes Workers' Compensation; Commercial General Liability of $1 million per occurrence and $3 million aggregate; Errors and Omissions of $1 million per occurrence and $3 million aggregate; and Automotive Liability Insurance. Questions must be submitted ten business days prior to the proposal due date through the Bonfire Procurement Portal, with responses posted five business days before proposals are due.
