About this opportunity
The City of College Park, Georgia is requesting proposals for storm pipe rehabilitation using spin-cast lining methods, with proposals due September 15, 2026 at 3:00 p.m. EST. A local-vendor preference applies to businesses located within College Park city limits that have maintained a staffed physical business location for at least one year prior to proposal submission and hold a valid City business license.
The scope encompasses rehabilitation of corrugated metal storm drainage pipes at three locations — Zupp Park (60-inch, 48-inch, 36-inch, and 30-inch pipes), Winthrop Road (48-inch pipe), and Greenspring Road (48-inch and 72-inch pipes) — using centrifugal spin-cast mortar lining with a minimum 8,000 PSI compressive strength. Work includes mobilization, heavy cleaning, pre- and post-installation CCTV inspection, pipe repairs, temporary flow control, traffic control, shop drawing submittals, water supply, and site restoration. Pricing shall be submitted as a fixed lump-sum amount covering all labor, supervision, materials, equipment, tools, transportation, permits, and incidentals. Prices are F.O.B. College Park, exclusive of state sales taxes.
The contract award will be made to the most responsive and responsible bidder, not necessarily the lowest cost proposer. The initial term is one year with four optional one-year renewal periods. Successful bidders must provide a bid bond of at least five percent of the bid amount, a performance bond and payment bond each equal to 100 percent of the contract amount, workers' compensation insurance, commercial general liability insurance of $2 million per occurrence, business auto policy of $1 million per claim, and professional liability insurance of at least $1 million per occurrence. All contractors must comply with Georgia's E-Verify requirements and obtain all necessary state and local permits prior to work commencement. The City will accept or reject proposals within 90 days of bid opening. A non-mandatory pre-bid conference is scheduled for September 1, 2026 at 10:00 a.m. EST. Questions and clarifications are due September 3, 2026 at 3:00 p.m. EST. Minority, woman-owned, and small business owners are strongly encouraged to apply.
