About this opportunity
The State of South Carolina Procurement Services Division is soliciting bids for a Statewide Term Contract to supply promotional merchandise across ten product categories, with bids due July 23, 2026 at 11:00 AM and a pre-bid conference scheduled for June 18, 2026 at 11:00 AM via Microsoft Teams.
The scope spans ten categories: bags and totes, beverage and drinkware, outdoor and leisure items, awards, educational toys, wellness and safety products, customized supplies, apparel, writing instruments, and miscellaneous products. The bidding schedule specifies item-level detail with minimum order quantities ranging from 15 to 1,000 units per item. All items must be new. Contractors must provide complete published catalogs and price lists for each category offered and submit unit prices for all items within a category. Pricing is structured on tiered quantity brackets with discounts applied as a percentage off the supplier's list price. Setup fees for screen printing, embroidery, imprinting, artwork proofs, and rush orders may be declared but are not evaluated for value-add purposes. All promotional merchandise must be customized with Using Governmental Unit logos and distributed at their discretion. Delivery is required within thirty days of purchase order receipt unless otherwise specified. Contractors must replace defective products at no cost and manage recalls at their expense.
The estimated contract value is approximately $840,000 across all ten categories, with total evaluated amounts per category ranging from $90,000 to $135,000. Award determination is based on lowest total net cost. Up to two vendors may be awarded per category. The contract includes an initial one-year term with four optional one-year renewal periods, running from August 25, 2026 through August 24, 2031. Fixed pricing applies throughout the initial term; price adjustments in renewal periods are constrained by Producer Price Index changes. An administrative services fee of 1.25 percent of total quarterly sales is due to Procurement Services. Questions are due June 18, 2026 at 5:00 PM. Award notification is expected August 13, 2026.
