About this opportunity
The Indiana Department of Education is requesting quotes for State Charter School Facilities Incentive Grant Technical Assistance services, with proposals due August 11, 2026 at 2:00 PM ET. MWBE and Indiana Veteran-Owned Small Business subcontracting opportunities are available.
The scope covers a three-tiered technical assistance model for charter schools receiving SFIG facilities funding: monthly universal training and office hours for approximately 10–20 schools (Tier 1), targeted intensive training for 6–12 schools with complex facilities projects (Tier 2), and individualized coaching for up to 2 schools (Tier 3). Technical assistance topics include facilities planning and project management, instructional alignment, budgeting and financing strategies, SFIG compliance, and best-practices dissemination. The vendor must also deliver a half-day in-person workshop during year two for cross-tier peer learning.
Contractor personnel must demonstrate a minimum of 5–7 years of direct experience working with Indiana charter schools and substantial expertise in school facilities planning, budgeting, financing, construction project management, or charter school compliance. A bachelor's degree in education, public administration, finance, architecture, engineering, or facilities management is preferred. All deliverables become intellectual property of IDOE and may be publicly disseminated.
The contract term is two years (October 2026 through September 2028) with a total value not exceeding $30,000 (approximately $15,000 annually). Pricing must remain firm for a minimum of 180 days from award issuance. Written questions are due July 8, 2026 at 12:00 PM ET. Award notification is anticipated in September 2026. The contract is funded through the Expanding Opportunity through Quality Charter Schools Program, a five-year $10 million federal grant awarded to Indiana in 2025. Respondents must comply with mandatory clauses including E-Verify employment eligibility verification, drug-free workplace certification, nondiscrimination requirements, and Indiana Secretary of State and state bidder registration.
