About this opportunity

The City of Edinburg, Texas is requesting competitive bids for Standby Emergency & Short-Term Equipment Rental Services (RFB #2027-04) to establish Master Rental Agreements supporting municipal solid waste collections, processing, and landfill operations, with proposals due September 8, 2026 at 3:00 PM and questions due August 28, 2026 at 3:00 PM.

The City has invited nine pre-qualified vendors — HOLT CAT / Texas First Rentals, Doggett Heavy Machinery Services, Rush Refuse Systems / Rush Truck Centers, United Rentals (Fluid & Heavy Division), EquipmentShare, RDO Equipment Co., Michelli Weighing & Measurement, Nueces Power Equipment, and H & V Equipment, Inc. — to submit proposals. A local-vendor preference applies: bidders whose principal place of business is within Edinburg may be awarded if their bid is within 5% of the lowest bid price.

The scope spans four service tiers with different delivery guarantees: Tier 1 (immediate standby with guaranteed 4-hour delivery) includes landfill trash compactors, front-load garbage trucks, automated side loaders, track dozers, wheel loaders, portable generators, and roll-off trucks; Tier 2 (seasonal and project-based with guaranteed 72-hour delivery) includes long-reach excavators, hydro-vac trucks, remote slope mowers, wheeled excavators, and hooklift trucks; Tier 3 (disaster-response with priority allocation) includes mobile diesel shredders, articulated dump trucks, industrial wood chippers, and mobile command trailers; Tier 4 (small equipment with guaranteed 24-hour stocking) includes pressure washers, cordless impact wrenches, gas-powered utility pumps, portable air compressors, and walk-behind string trimmers.

The contract term is one year with fixed rate structures for daily, weekly, and monthly rentals. Pricing proposals must include complete fee schedules for all equipment across all tiers, flat mobilization and demobilization fees, and any fuel surcharges or environmental fees. No retention fees apply while equipment is staged awaiting activation. Failure to deliver Tier 1 equipment within the 4-hour window incurs liquidated damages of $500 per hour. The City reserves the right to award to multiple vendors on a low-bid-per-item basis. Vendors must provide documentation of local fleet inventory, emergency response plans with after-hours dispatcher contact information, and proof of insurance. Public bid opening is scheduled for September 8, 2026 at 3:00 PM in City Hall's Community Room. Bids must be submitted electronically via the City's procurement portal or hand-delivered to the City Secretary's Office. Award is contingent upon budget approval.
