About this opportunity

The City of Wichita Water Utilities Department, Sewage Treatment Division, is requesting proposals for disposal of special waste (non-hazardous wastewater grit and screenings) from Sewage Treatment Plant No. 2, with sealed proposals due October 9, 2026 at 10:00 a.m. and questions due October 1, 2026. A preference for landfill facilities located within Kansas applies.

The scope involves net-ton-priced disposal of approximately 2,400 tons annually of grit (sand, seeds, snails, rocks, and washed materials) and screening material (fibrous debris, hair, and other debris). The contractor must schedule waste pickups, weigh vehicles at the treatment plant on the first of each month and before dumping to establish net weight, maintain two dumpsters on-site in alternating fill/empty status, sign all required manifests, and provide monthly itemized invoices showing dates, truck numbers, and tonnage. The contractor bears all costs for labor, equipment, materials, insurance, permits, licenses, and manifests.

Contract term is one year with two optional one-year renewals, subject to mutual agreement and funding availability; either party may cancel with thirty days' prior written notice. Minimum qualifications include five years of experience in similar services, Kansas Secretary of State registration, knowledge of applicable laws and regulations, and municipal government experience as preferable. Insurance must include $1,000,000 pollution liability and $5,000,000 annual aggregate coverage.

Evaluation criteria weight ability to meet terms (20%), staff qualifications and experience (20%), in-house equipment capabilities (20%), price and landfill round-trip mileage (15%), references (15%), and Small & Emerging Business Enterprise program participation (10%). The City reserves the right to award based on greatest benefit rather than lowest cost and may negotiate scope modifications. Addendum 1, posted September 26, clarifies material composition and contractor responsibilities; vendors must acknowledge addendum receipt through the City's Procurement Portal. City Council approval is anticipated by November 2026.
