About this opportunity
Pierce County is soliciting design services for the Spanaway Lake Park Fishing Pier replacement with a proposal due date of June 22, 2026 — a date that has passed as of today (June 24, 2026). The contract budget is $200,000 and will be awarded to one firm through a 100-point evaluation model.
Qualified vendors must demonstrate a minimum of five years' experience designing in-water piers, knowledge of in-water and shoreline permitting requirements for local, state, tribal, and federal agencies, and experience with Cultural Resource Assessments including archaeological field investigations. The scope encompasses construction documents (drawings, specifications, and cost estimates), assistance with permit and regulatory submittals, bid assistance, and construction administration services. The pier, located at 14905 Bresemann Boulevard South in Spanaway, is scheduled for construction July through September 2027, with a contract start date of July 1, 2026.
Evaluation criteria are weighted as follows: qualifications and experience (40 points), approach to work (25 points), capacity and availability (15 points), submittal presentation (10 points), and references (10 points). The existing on-call contract expires in May 2026, creating an immediate need for project continuation. Preliminary design work is complete and permits are in process.
The Pierce County Professional Services Agreement template applies, structured around Work Assignments issued under a master agreement. Compensation options include unit-of-measure pricing, milestone-based payments, or hourly labor rates with overhead and professional fees. The County may extend the contract at its discretion subject to funding availability, continued need, and satisfactory performance. E-Verify enrollment is required for contracts exceeding $25,000 with duration longer than 120 days. Prevailing wage compliance per RCW 39.12 applies. The contractor must carry Commercial General Liability, Professional Liability, Workers Compensation, Crime Insurance, and Cyber Liability coverage with Pierce County named as additional insured. An Addendum #2 Revision was posted June 11, 2026; bidders must acknowledge and incorporate all revisions. Contract Specialist is Jeanette Peters; additional notices should be directed to Jud Youell.
