About this opportunity

The City of Madison Heights, Michigan is seeking a comprehensive solid waste collection and disposal contract through Invitation to Bid (ITB #MH-1075) for services covering approximately 9,194 single-family residential homes, 87 businesses, and three mobile home parks. The procurement involves weekly collection and disposal of residential refuse, recyclables, and compost, with a contract duration of five to ten years beginning July 1, 2025. Key deliverables include curbside collection of refuse (with a 6-bag limit for businesses), recyclables, and compost services from mid-March through early December, along with the management of 96-gallon park, bus stop, and municipal building waste carts. The bid requires contractors to provide detailed pricing for weekly collection services, including options for compost collection and a planned universal cart rollout of 96-gallon trash and 64-gallon recycling containers anticipated for September 2025. Critical dates include a mandatory pre-bid meeting on March 17, 2025, a question submission deadline of March 21, 2025 at 4:00pm, and a final bid submission deadline of April 9, 2025 at 11:00am. Bidders must demonstrate comprehensive insurance coverage, including commercial general liability, motor vehicle liability, and workers' compensation insurance, and commit to disposing of waste at a state-approved site within 50 miles of Madison Heights.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. The city will retain a $25,000 bid bond during the contract period, which can be used to address service issues or incomplete pickups. Bidders are required to provide pricing for multiple fiscal years, with potential contract extension options. The procurement includes provisions for handling various waste types, including bulky items, yard waste, and recyclables, with an interesting component allowing direct service arrangements between the selected contractor and residents for assistive services for disabled and senior individuals. While specific budget ranges are not explicitly detailed, the comprehensive nature of the contract covering multiple service types for nearly 9,200 residential and commercial properties suggests a significant annual contract value. The solicitation indicates the city is preparing for a substantial infrastructure update, including the universal cart rollout, which will require the selected vendor to integrate and manage new waste collection methodologies.

Each week on an assigned day (see Sanitation Route Map), the City's contractor collects and disposes of refuse and recyclables from single family and condominium residential homes and mobile homes. Currently, there are also approximately 87 businesses that receive weekly curbside refuse collection and disposal (6 bag limit per building). Compost collection and disposal occurs from approximately mid-March through the first week of December. The contractor collects compost in paper bags or up to 32-gallon refuse cans to which a minimum of two compost stickers (supplied by the City) are affixed. There are also several 96-gallon park, bus stop, and municipal building carts to be emptied. The selected bidder will also be responsible for providing appropriate front load containers and recycling containers for pick-up at municipal buildings and parks (see Section III (D)).
