About this opportunity
The Greater Rockford Airport Authority has issued Invitation to Bid #25-26 for a bulk supply of solid de-icing compound, specifically airside prilled deicing/anti-icing solid compound meeting FAA-approved specification SAE AMS 1431, targeting Washington County, Illinois. The procurement seeks agricultural granular urea with strict technical requirements, including a maximum of 1% corrosion inhibitors and a spherical shape. The contract will cover a twelve-month period from October 1, 2025 through September 30, 2026, with delivery to a 100-ton storage facility located at 5751 Falcon Rd, Rockford, IL. Vendors must complete bulk shipments within eight hours of order placement and provide comprehensive technical documentation, including environmental impact reports, safety data sheets, and independent laboratory certification. The bid is due on September 17, 2025 at 9:00 AM, with the airport reserving the right to select the most appropriate supplier based on multiple evaluation criteria such as price, qualifications, past performance, delivery capabilities, and product quality.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Historical usage data indicates varying material quantities, with 100 tons used in the winter of 2024-25, 49.26 tons in 2023-24, and 245.90 tons in 2022-23, suggesting potential variability in contract value. Successful bidders must maintain a minimum $1,000,000 commercial liability insurance policy, with the Greater Rockford Airport Authority named as an additional insured. While no incumbent vendors are specified, the airport maintains flexibility to order more or less than historical quantities. The procurement allows for potential sodium formate bidding under a separate ITB (25-27), indicating a comprehensive approach to winter maintenance procurement. Though specific budget ranges are not detailed, the contract's scope and historical usage suggest a potential annual value in the range of $50,000 to $150,000 depending on winter conditions and material requirements.
