About this opportunity
The West Virginia Department of Administration Purchasing Division is conducting a sole source procurement for CAMP Maintenance Tracking services with CAMP Systems International, Inc., with proposals due August 30, 2026 at 1:30 p.m. This is a sole source determination — only CAMP has been identified as capable of meeting the requirements.
The scope covers aircraft maintenance tracking services for four state-owned aircraft: one Super King Air B300 (N1WV, S/N FL527), one 2006 Bell 407 rotary wing (N3WV, S/N 53713), one 2006 Bell 206 L4 rotary wing (N5WV, S/N 52279), and one 1980 Bell 206B3 rotary wing (N6WV, S/N 3138). The service includes comprehensive maintenance program management, airworthiness directive and service bulletin monitoring, inventory management, flight scheduling, and dedicated aircraft analyst support. Each enrolled aircraft receives assignment of a dedicated analyst responsible for data quality control and compliance monitoring. The platform provides web-based and mobile app access for fleet visibility.
The contract term runs October 1, 2026 through September 30, 2027, with automatic annual renewal unless terminated by either party. Pricing is assessed on an annual per-aircraft basis and includes a one-time activation fee plus participation fees; additional activation fees apply for newly added aircraft or engine reactivations. CAMP may increase annual prices by the greater of 5% or the Consumer Price Index-W, with increases waived if multi-year payments are made in advance. Payment is due within 30 days of invoice, subject to 1.5% monthly interest on late payments.
All bids must be submitted electronically through the wvOASIS Vendor Self Service portal. Questions should be directed to Shelia A Gray at (304) 414-9080 or shelia.a.gray@wv.gov. The procurement is being conducted on behalf of the West Virginia Aviation Division.
