About this opportunity
The West Virginia Division of Labor is issuing a sole-source direct award for annual software maintenance and support for WinWam Weights & Measures inspection software, with offers closing October 10, 2026 at 4:00 p.m. The procurement is restricted to Nover Engelstein & Associates, LLC — identified as the sole developer, distributor, and provider of WinWam — eliminating competitive bidding.
The contract runs October 1, 2026 through September 30, 2027, with two optional renewal years through September 30, 2029. Year 1 pricing is $17,796 and covers 16 software licenses at varying subscription levels, central office licensing, synchronization support, device inspection software packages, and price verification software. The division may select either WinWam5 or WinWam Plus software for Year 1. Year 2 options range from $18,716 to $19,563 depending on version selection; Year 3 options range from $19,563 to $36,039 if professional services are included. Optional services available in Years 2 and 3 include inspector training, data migration from WinWam5 to WinWam Plus, administrative training, and customized setup and configuration meetings.
Nover Engelstein & Associates has deployed WinWam for the state's Weights and Measures program since May 2008. The vendor holds current insurance coverage including Commercial General Liability of $2 million, Errors and Omissions with Cyber Liability of $5 million, and Employment Practices Liability of $25,000.
Bids and offers are submitted to the Labor Division, Building 3, Room 200, 1900 Kanawha Boulevard East, Charleston, West Virginia 25305. Services must be delivered by October 31, 2026. The West Virginia Office of Technology approved the procurement on September 15, 2026. Amanda D. Scarberry is the buyer; contact (304) 380-9525 or amanda.d.scarberry@wv.gov.
