About this opportunity
Maryland Department of Transportation State Highway Administration (MDOT/SHA) is requesting bids for electrical maintenance and repairs services in Somerset County under IFB SOELCT30SB, with bids due August 18, 2026 at 1:15 p.m. This is a Small Business Reserve (SBR) procurement limited to businesses certified as small businesses by the Maryland Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs — a hard eligibility gate.
Scope covers inspection, repair, maintenance, replacement, and installation services on an as-needed basis at two primary locations: the SHA Princess Anne Maintenance Shop (10980 Market Lane, Princess Anne, MD 21853) and the Somerset County Visitor Center (11440 Ocean Highway, Princess Anne, MD 21853). Services include emergency response, diagnostics, and troubleshooting of electrical systems in office buildings, rest areas, and other state-owned facilities.
Bidders must be registered with the State Department of Assessments and Taxation, maintain at least one Master Electrician on staff with three years' experience in electrical maintenance, and employ a minimum of three electricians. Pricing is based on hourly rates for electrical technician labor (estimated 300 hours over the contract duration), daily trip charges (estimated 30 instances), equipment rental for scissor lifts or bucket trucks at two height ranges (0–20 feet and 21–35 feet, each estimated at 5 unit days), and parts/materials billed at retail or MSRP (estimated $4,000). Commercial General Liability insurance of $1,000,000 per occurrence ($3,000,000 annual aggregate) and Worker's Compensation insurance of $1,000,000 per occurrence are required.
The contract has a three-year base period with an estimated Notice to Proceed of October 1, 2026. No MBE or VSBE subcontracting goals are established. Questions are due August 12, 2026 at 1:15 p.m. Site visits may be scheduled prior to August 12 by contacting Procurement Officer Designee Adam Merritt. A public bid opening will occur at the Princess Anne location on August 18 at 1:15 p.m. Award will be made to the responsible bidder submitting the lowest responsive bid price.
