About this opportunity
The Louisville Regional Airport Authority is soliciting bids for snow removal services at Louisville Muhammad Ali International Airport's terminal roadways and parking areas under IFB-004-27, with bids due August 11, 2026 at 2:00 p.m. EST. Bidders must be Kentucky-registered entities with minimum five years of snow removal experience and must demonstrate financial responsibility.
The scope requires 24-hour snow and ice removal operations with trained, licensed personnel. Required equipment includes two skid steer loaders with 10-foot box plows, four pickups with 8-foot plows and material spreaders, one single-axle 5-ton dump truck with plow and spreader, and two walk-behind snow blowers. Optional equipment includes a 4-wheel drive backhoe, front-end loader, and dump trucks for snow hauling. Bidders must quote hourly rates per equipment piece with operator for all required and optional equipment across the initial three-year term and two optional one-year extension periods, and must provide per-pound pricing for ice melt materials in various types and sizes.
The initial agreement term is three years, extendable for two additional one-year periods by mutual consent. Compensation is hourly rate based. The Authority prepays an annual $10,000 retainer at commencement of each snow season (no later than November) to ensure 24-hour availability with one-hour response time; the retainer is applied against invoiced services. All pricing remains firm throughout the agreement with no adjustments permitted without prior written Authority approval.
Bidders must furnish a $10,000 bid bond or irrevocable bank letter of credit and a $250,000 performance bond. Public liability and automobile liability insurance of $1 million each (single limit) are required, naming the Authority as additional insured, along with statutory worker's compensation insurance.
An optional pre-bid meeting is scheduled for July 30, 2026 at 1:30 p.m. EST at the Maintenance Administration and Support Services Building. Bids are submitted electronically via www.flylouisvillebids.com, with public bid opening conducted via Zoom. The Authority anticipates issuing a Notice of Award within 30 calendar days of the bid deadline. Raymond Gaddie is the point of contact for questions.
