About this opportunity
The City of Philadelphia is requesting quotes on snow and ice removal services for Region 4 (Northwest & South, including Parkway Central) covering nine active library sites, with quotes due October 14, 2026. Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder; all items must be quoted to be eligible for award.
The service territory spans Tier A sites (sidewalk clearing at entrances, steps, and ramps), Tier B sites (Tier A scope plus parking lot maintenance), and Tier C sites (Parkway Central Library with extensive walks and parking). The contract term runs November 1, 2026, through April 30, 2027, with renewal options for up to three additional one-year periods at firm unit prices. Service standards require 36-inch-wide sidewalk clearance within six hours after snowfall ends, full-width clearing of entrances and ramps before branch opening, interim passes during events of two inches or more, and de-icing applications after each clearing pass and during freeze-thaw cycles.
Pricing is structured on unit rates for four main items: per-event snow and ice clearance by depth band (2 to 6 inches and over 6 inches), de-icing and pre-treatment applications per site by tier, parking lot plowing per push for Tier B and C sites, and hourly rates for emergency and as-needed labor. All prices must include labor, equipment, materials, mobilization, overhead, and profit and remain firm for the contract term and renewals. Estimated seasonal quantities for evaluation include four clearance events of 2 to 6 inches, two events over 6 inches, 15 de-icing applications per site, four pre-treatment applications per site, five parking lot pushes per Tier B and C site, and 40 hours of emergency labor; no minimum quantity is guaranteed.
The total contract amount cannot exceed $99,000 annually, adjusted each fiscal year by the Consumer Price Index Urban (CPI-U) from January 1, 2020, and rounded to the nearest $1,000. Price increases in renewal periods are capped at 4 percent and must be based on the Consumer Price Index (All Items) for All Urban Consumers — Philadelphia. Vendors must maintain Workers' Compensation and General Liability insurance with a minimum of $500,000 per occurrence, comply with Philadelphia's prevailing wage requirements, and submit a seasonal staffing and equipment plan, equipment list, de-icing materials by surface type, three references, and a 24-hour seasonal contact structure. Pre-bid site visits are highly recommended but not mandatory. Quotes must be submitted electronically through PHLContracts, and all quoted prices must remain valid for 60 days from submission.
