About this file

This document provides price increase and decrease instructions for a Small Order Purchase contract between the City of Philadelphia's Free Library and a selected vendor for Snow & Ice Removal Services in Region 4 (Northwest & South, including Parkway Central). The contract term runs from November 1, 2026, through April 30, 2027, with an option for renewal on an annual basis for up to three additional one-year periods at the sole discretion of the City. The selected vendor must provide all quoted services and supplies at the prices established in the initial contract award.

Price adjustments for renewal periods are governed by specific guidelines: the vendor must submit written notice of any price increases at least thirty days prior to the expiration of each contract period, with documentation showing the current price, CPI percentage change, and proposed new price. Price increase requests should be directed to Stephanie Moore and FLP Purchasing via email. However, price increases are capped at 4 percent in any renewal period and must be based on the Consumer Price Index (All Items) for All Urban Consumers - Philadelphia as published by the U.S. Department of Labor, Bureau of Labor Statistics and reflected in the Mid-Atlantic CPI Announcement for December of the applicable year. The increase applied shall be the lesser of the CPI percentage change or the 4 percent cap. Failure to submit notice within the thirty-day window results in prices remaining unchanged for the renewal period. Price decreases may be submitted in writing at any time during the contract or renewal periods.
