About this opportunity
The Delaware Department of Transportation is requesting bids on snow and ice removal services and emergency incident response equipment rental statewide under ITB DOT2620, with bids due November 3, 2026 at 2:00 p.m. local time, and public bid opening immediately following. The DEPARTMENT intends to award multiple contracts based on price, product evaluation, and prior service history.
Eligible equipment includes tri-axle, tandem-axle, and single-axle dump trucks; 4x4 pickup trucks with plows; loaders; graders; grapple saws; bucket trucks; chippers; tree handlers; and specialized debris removal equipment. The scope covers snow removal, ice removal, and emergency incident response across state highways, municipal streets under DEPARTMENT jurisdiction, and other designated facilities throughout Delaware.
Vendors must obtain DelDOT registration, maintain Delaware business licensing, and have all equipment inspected and approved by November 15, 2026 to receive pre-season retainer fees. The DEPARTMENT will provide Automatic Vehicle Location devices for installation on awarded equipment and will supply all salt for de-icing operations. Required insurance includes $1 million per occurrence commercial general liability, automotive liability with combined single limits of $1 million per accident for bodily injury and $250,000 for property damage, and workers' compensation.
Compensation includes pre-season retainer fees of $350 to $500 per piece of equipment, guaranteed minimum payments of $2,000 to $8,000 depending on equipment type, hourly rates of $125 to $650 with operator, and post-season retainer fees of $350 to $500 per piece. A fuel adjustment clause applies if fuel costs exceed twenty cents per gallon over the highest quarterly cost in the previous year. The contract term is five years from execution with no guaranteed minimum quantities. Invoices must be submitted within seven calendar days of each event. A first Notice of Unsatisfactory Performance results in loss of fifty percent of post-season retainer; a second infraction triggers contract termination. Written questions are due ten business days prior to the bid deadline, with answers posted five business days prior.
