About this opportunity
Connecticut Department of Transportation, procuring through Owens Realty Services, is requesting proposals for snow and ice management services at the Component Change Out Facility (New Haven Rail Yard, 4 Brewery Street, Building 24) under RFP 2391-CCO26-001, with proposals due September 2, 2026 at 3:00 PM EDT and a mandatory walk-through on August 26, 2026 at 10:00 AM.
The scope includes complete snow removal and ice control — pre-treatment, storm response, post-treatment, spring cleanup, and snow hauling — across parking lots, roadways, sidewalks, stairways, and pedestrian accessways. Pricing is structured as an annual fixed base price covering ten storm events of one inch or greater accumulation, with additional storms charged at tiered rates by snowfall increment (1–3 inches through 15+ inches); salt treatments, ice melt applications, and snow hauling are billed separately at hourly rates. The contractor must obtain and maintain comprehensive insurance including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per occurrence / $2 million aggregate), Railroad Protective Liability ($2 million per occurrence / $6 million aggregate), and Workers' Compensation per Connecticut law; Employer's Liability coverage is required at $1 million per incident. The contractor must comply with Connecticut General Statute 31-57F standard wage rates and FRA safety regulations including drug and alcohol testing under 49 CFR 219.601.
The initial contract term runs three years (winter seasons 2026–2027 through 2028–2029), with two optional one-year extensions (2029–2030 and 2030–2031) requiring mutual written consent at least thirty days prior to expiration. Evaluation criteria weight price at 50 points, equipment adequacy at 30 points, staffing and management capacity at 20 points, safety documentation (Experience Modification Rating and OSHA 300 logs) at 15 points, and relevant past performance at up to 15 points. Written inquiries are due August 28, 2026 at 3:00 PM EDT. Contact Danny Zurlo, Facility Manager at Owens Realty Services, at 203.903.6352 or DZurlo@OwensRealtyServices.com.
