About this opportunity
San Mateo County Parks Department is issuing an Informal Request for Proposals (RFP No. 2026-RFP-Informal-00406) for hazardous tree mitigation and woody debris management services at Coyote Point Recreation Area. The procurement involves the removal of five trees—one hazard tree and four downed Eucalyptus globulus trees—located southwest of the Captain's House at 1701 Coyote Point Drive, San Mateo, California, along with stump grinding and comprehensive woody debris management in compliance with CAL FIRE standards and SMC Parks specifications. Deliverables include tree removal with stump heights not exceeding 6 inches above grade, root ball stump grinding for four downed trees, and woody debris management whereby materials less than 16 inches are chipped and broadcasted to a maximum height of 12 inches, while larger logs are hauled to appropriate green waste facilities. Qualified contractors must maintain current comprehensive general liability, motor vehicle liability, and professional liability insurance of $1,000,000 each; employ at least one International Society of Arboriculture (ISA) certified arborist; comply with prevailing wage requirements with certified payroll documentation; and verify non-exclusion from the System for Award Management (SAM). All work must adhere to ANSI Z133 Safety Standards, ANSI A300 Tree Care Standards, and ISA Best Management Practices, with contractors required to provide five business days' advance notice for scheduling and complete annual environmental awareness training prior to commencing work. The mandatory pre-proposal meeting is scheduled for March 13, 2026, at 12:30 p.m. at the Eucalyptus Group Picnic Area, with site visits available by arrangement with the County Arborist. Electronic proposals must be submitted through the OpenGov Procurement portal by 11:59 p.m. on March 18, 2026, with an anticipated contract award on March 19, 2026, and a two-month contract term with performance following full execution of the agreement. Pricing shall be submitted on a line-item basis for hazard tree removal and downed trees/woody debris removal, with the County reserving the right to award to the responsive, responsible proposer offering the overall best value.
San Mateo County applies a local business preference ordinance that provides advantages to for-profit businesses, non-profits, and small/micro businesses headquartered in San Mateo County. No incumbent vendors or current contractors are identified in the available procurement documents, and no specific infrastructure or technology integration requirements are specified. The RFP does not identify a listed budget or award value range in the posted materials; pricing is submitted on a line-item basis with the County evaluating overall best value among responsive and responsible proposers. The procurement is managed by Project Contact Fernando Guzman III (County Arborist) and Procurement Contact Travis Dunn (Contract Administrator II), with the RFP released on March 11, 2026, and due on March 19, 2026. Contractors should note that woody debris documentation, including woodchip volume or weight generated upon project completion, must be provided as evidence of work completion.
