About this file
This Scope of Work and Specifications document, issued by the San Mateo County Parks District, details hazard tree mitigation and woody debris management services required at Coyote Point Recreation Area located at 1701 Coyote Point Drive, San Mateo, California. The project encompasses the removal of five trees—one hazard tree and four downed Eucalyptus globulus trees—located southwest of the Captain's House, along with root ball stump grinding for the four downed trees and comprehensive woody debris management. The hazard tree to be removed is a 28-inch diameter at stump height (DSH) blue gum eucalyptus standing 70 feet tall, while the four downed trees range from 28 to 40 inches DSH and 75 to 110 feet in length. Stump heights for hazard tree removal must not exceed 6 inches above grade. All work must comply with ANSI Z133 Safety Standards, ANSI A300 Tree Care Standards, and International Society of Arboriculture (ISA) Best Management Practices. The mandatory pre-proposal meeting is scheduled for March 13, 2026, at 12:30 p.m. at the Eucalyptus Group Picnic Area, with site visits available upon arrangement with the County Arborist. Electronic proposals must be submitted through the OpenGov Procurement portal by 11:59 p.m. on March 18, 2026, with an anticipated contract award on March 19, 2026, and a two-month contract term commencing upon full execution of the agreement.
Contractors must provide five business days' advance notice prior to scheduling tree work to allow for public notice, trail closures, and biological monitoring. Woody debris management specifications require that materials less than 16 inches be chipped and broadcasted to a maximum height of 12 inches across park land, away from trees, trails, roads, waterways, and use areas, while larger logs and wood unable to be chipped shall be hauled to appropriate green waste facilities. Contractors must document the volume or weight of woodchips generated and provide this estimation upon project completion. All workers must complete annual environmental awareness training provided by San Mateo County Parks' Natural Resource Management personnel prior to commencing work. Qualified contractors must maintain current comprehensive general liability, motor vehicle liability, and professional liability insurance of $1,000,000 each; employ at least one ISA-certified arborist; comply with prevailing wage requirements with certified payroll documentation; and verify non-exclusion from the System for Award Management (SAM). The County reserves the right to award to the responsive, responsible proposer offering the overall best value. San Mateo County applies a local business preference ordinance benefiting for-profit businesses, non-profits, and small/micro businesses headquartered in San Mateo County. No budget or award value range is identified in the posting, and pricing is submitted on a line-item basis. Project contact is Fernando Guzman III (County Arborist), and procurement contact is Travis Dunn (Contract Administrator II).

Scope of Work:
Remove a total of five (5) trees, one (1) hazard tree and four (4) downed Eucalyptus (Eucalyptus globulus) trees located southwest of the Captains House in Coyote Point Recreation Area. Remove the marked trees, grind the downed trees’ root balls, and manage the woody debris according to the specifications provided.
Stump height shall not exceed 6 in. above grade for the hazard tree removal.
All work performed in SMC Parks must abide by ANSI Z133 Safety Standards, ANSI A300 Tree Care Standards, and ISA BMP's. Communication with ranger and Parks staff as requested is essential for a successful project.
Woody Debris Management Specifications:
Woody debris less than 16” shall be chipped and broadcasted (away from trees, trails, roads, waterways, and use areas), onto Park’s land. Mulch or chip height shall not exceed 12 in.
Tree throws (bowl-shaped depressions resulting from the windthrow), should be filled with soil and covered with mulch to create an even and stable surface.
Larger logs and wood that cannot be chipped shall be hauled off to an appropriate green waste facility.
Estimations for the amount (volume or weight) of woodchips generated must be provided upon project completion.
Limitations:
Contractor shall notify San Mateo County Parks five (5) days in advance prior to scheduling the tree work to allow sufficient time for public notice, trail closures, and biological monitoring to take place beforehand.
All workers must obtain an annual environmental awareness training prior to commencing any work on San Mateo County Parks land. This brief training will be provided by SMC Parks’ Natural Resource Management personnel and cover standard Best Management Practices (BMP’s) and environmental regulations.
No woody debris material shall be deposited or broadcasted into drainage channels or waterways.
Soil compaction avoidance and minimization measures through the use of traction mats, plywood, and/or mulch.

Tree Risk Assessment Assumptions and Limitations:
· All trees carry some degree of risk for failure and susceptibility to decline.
· Trees are living organisms that cannot always be fully understood or controlled.
· This tree risk assessment is based on the knowledge of the inspecting arborist and information gathered from tools and observations. All arborists are limited by their education, training, experience, tools, and site conditions. However, as specialists in tree care and risk management, arborists must fulfill their duty of care by taking reasonable measures to identify, communicate, and address detectable conditions of concern with the client.
· Tree failure cannot always be predicted. Tree failures are caused by a combination of factors that are not always visible, predictable, or manageable.
· Assessments are based on conditions observed during the time of assessment. Any alteration to the tree or site conditions that are caused by severe weather events, construction, pests, pathogens, wildlife, or other human activities can affect the stability and risk of tree failure. Such types of future changes cannot be foreseen and taken into consideration during a tree risk assessment. These changes depending on the severity can invalidate the tree risk assessment.
· Omission or alteration of any part of this report invalidates the tree risk assessment.
· Recommendations provided for reinspections and timeframes for the implementation of mitigation treatments are not a guarantee that the tree will continue to remain healthy or standing.
· Tree failures within the specified reinspection intervals and timeframes can still occur due to an act of God or unforeseen reasons.
· Mitigation treatments cannot guarantee that the tree will recover, be safe, or remain standing. Mitigations serve only to reduce the risk to tolerable levels.
· Only trees included in the scope of work were inspected. No other tree(s) in the vicinity were assessed.
· This report represents the professional opinion of the inspecting arborist.
· The findings and recommendations presented in the report can be either adopted or disregarded. Clients have the option to seek further consultation from other parties.
