About this opportunity
The South Carolina Law Enforcement Division (SLED) is requesting bids for digital billboard rental services to support the SC Safe Carry initiative across four geographic areas, with bids due September 1, 2026 at 10:00 AM, questions due August 21 at 10:00 AM, and award notification scheduled for September 2.
The contract spans a four-month rental period from September 15, 2026 through January 31, 2027. SLED has identified 13 approved billboard locations across four areas: Columbia Metro (four locations including I-26 at St. Andrews Road, I-126 at Greystone Boulevard, and I-77 at Garners Ferry Road), Myrtle Beach (three locations on US 17 Bypass and SC 544), Charleston (three locations on I-26 eastbound, Rivers Avenue, and US 17 in Mount Pleasant), and Greenville (three locations on I-385, I-85 northbound, and downtown). Billboards must meet a minimum resolution of 72 DPI/PPI and demonstrate high visibility. SLED will provide all digital creative content; successful bidders must indicate acceptable file types and deliver turn-key service. Pricing must be submitted on a per-unit, per-month basis for each location and area. The State has established maximum allowable prices for billboard sizes in rural and metro areas on a monthly basis.
Offerors must possess a South Carolina vendor number and comply with state procurement regulations, including certifications regarding independent price determination, debarment status, ethics, and illegal immigration compliance. In-state business preferences under South Carolina Code Section 11-35-1524 are available to qualified vendors. Contract awards will be made to the lowest responsible and responsive bidder in each area. The contract includes fixed pricing for the full term, termination-for-convenience provisions, and payment via electronic funds transfer. Nonresident contractors may face South Carolina tax withholding. No pre-bid conference or site visit is required. Bids must be submitted online at www.procurement.sc.gov.
