About this file

This is Amendment 1 to an Invitation for Bid solicitation issued by the South Carolina Law Enforcement Division (SLED) for digital billboard rental services supporting the SC Safe Carry initiative. SLED seeks bids for digital buildboard advertisements across four geographic areas: Columbia Metro, Myrtle Beach, Charleston, and Greenville, with 13 total approved locations identified. The solicitation requires bidders to submit proposals online at www.procurement.sc.gov by September 1, 2026 at 10:00 AM, with questions due by August 21, 2026 at 10:00 AM. Award notification is scheduled for September 2, 2026. No pre-bid conference or site visit is required. The contract term runs four months from September 15, 2026 through January 31, 2027, with fixed pricing for the entire term. All digital creative content will be provided by SLED; successful bidders must deliver turn-key service and specify acceptable file types. Billboards must meet a minimum resolution of 72 DPI/PPI and demonstrate high visibility.

Amendment 1 clarifies that SLED will award the contract to a single offeror rather than making separate awards by area or line item. The amendment confirms that SLED is restricting the initiative to digital buildboard advertisement only and is not accepting proposals for alternative out-of-home media formats, digital screens in proximity locations, or alternative advertising platforms. Pricing must be submitted on a per-unit, per-month basis for each location and area, subject to state-established maximum allowable prices. Bidders must possess a South Carolina vendor number and comply with state procurement regulations, including certifications regarding independent price determination, debarment status, ethics, and illegal immigration compliance. In-state business preferences are available under South Carolina Code Section 11-35-1524. Payment will be made via electronic funds transfer, and nonresident contractors may face South Carolina tax withholding.

AMENDMENTS

Award will be posted on 09/02/2026 . The award, this solicitation, any amendments, and any related notices will be posted at the following web address: http://www.procurement.sc.gov

Please see below for the questions and answers. Vendor names will not be listed.

1-Section III states that the lowest bidder in each area will be selected, while Section VI states that the award will be made to one Offeror. Please clarify whether awards will be made separately by area/line item or whether a single Offeror must be awarded all four areas. SLED Response: Section VI is correct. SLED will only award to 1 Offeror.

2-Are you only interested in digital billboards, or would you also be interested in advertising on digital screens close in proximity to the provided locations across the 4 metros (ie. Gas Station TV, Digital Screens in Grocery Stores, etc.). SLED Response: At this phase of the initiative, SLED is only interested in digital build board advertisement.

3-Would you be interested in collecting devices specifically inside the provided locations & delivering ads on any other screens? (ie. smart tvs, phones, tablets, laptops. SLED Response: At this phase of the initiative, SLED is only interested in digital build board advertisement.

4-Would the State consider amending the solicitation to permit alternative out-of-home media formats — either within the existing line items or as one or more additional line items — where an offeror can document delivery against a stated reach or impressions threshold in the named markets? SLED Response: At this phase of the initiative, SLED is only interested in digital build board advertisement.
