About this opportunity

The West Virginia Division of Rehabilitation Services is requesting quotes for single audit consultation and training services under ARFQ 0932 DRS2700000001, with quotes due October 6, 2026 at 1:30 p.m. Eastern Time. A Certified Public Accountant is required; the vendor must have a minimum of 15 years' experience auditing government entities and be located within two hours of Charleston, West Virginia.

The scope includes single audit consultation — reviewing financial schedules and reports, providing on-site support during audits, preparing documentation, negotiating audit findings, and assisting with audit response development — and training services delivered on-site to front-line staff within 30 days of audit finalization and one-on-one process development sessions within 60 days of audit completion. The vendor must demonstrate working knowledge of the wvOASIS financial system, familiarity with the Ernst & Young Single Audit process, and extensive knowledge of OMB super circular requirements and federal laws pertaining to the Division of Rehabilitation Services.

Compensation is based on an hourly rate proposed by the vendor; the contract will be awarded to the lowest overall total cost bid meeting all specifications. All mileage, travel costs, and travel time must be incorporated into the hourly rate and may not be billed separately. The initial contract term is one year, renewable for up to three successive one-year periods upon mutual written consent, with renewal requests due 30 days before contract expiration. Pricing is firm for the life of the agreement unless otherwise specified.

The vendor must maintain Professional/Malpractice/Errors and Omissions Insurance of $1 million per occurrence, Commercial General Liability Insurance of $1 million per occurrence, and Automobile Liability Insurance of $1 million per occurrence prior to award. The vendor must be registered with the West Virginia Purchasing Division and must not owe a debt to the State or its political subdivisions. Questions are due September 24, 2026; an addendum will be released September 28, 2026 if needed. Services will be delivered to the Division of Rehabilitation Services at State Capitol #10, Charleston, and McJunkin Road, Nitro.
