About this file
This is a Request for Quotation (RFQ) specifications document issued by the West Virginia Purchasing Division on behalf of the West Virginia Division of Rehabilitation Services for Single Audit Consultation and Training services. The solicitation seeks a Certified Public Accountant (CPA) to provide comprehensive audit consultation and training services to ensure the Division maintains compliance with both State of West Virginia requirements and the U.S. Department of Education, Rehabilitation Services Administration standards. The vendor must deliver two primary service categories: single audit consultation, which includes reviewing financial schedules and reports, providing on-site support during audits, preparing documentation, negotiating with auditors regarding findings, and assisting with audit response development; and training services, which require on-site instruction to front-line staff within 30 days of audit finalization and one-on-one process development sessions within 60 days of audit completion. The specifications do not include explicit response dates, due dates, site visit requirements, bidder conferences, or award dates.
Compensation for contract services will be provided at an hourly rate as specified by the vendor on the pricing pages, with the contract awarded to the lowest overall total cost bid that meets all specifications. The vendor is responsible for all mileage, travel costs, and travel time associated with contract performance, which must be incorporated into the hourly rate rather than billed separately. Key vendor qualifications include a minimum of 15 years' experience auditing government entities, location within two hours of Charleston, West Virginia, working knowledge of the wvOASIS financial system, familiarity with the Ernst & Young Single Audit process, extensive knowledge of OMB super circular requirements, federal laws pertaining to the Division of Rehabilitation Services, and demonstrated experience conducting both group and individual training. The vendor must designate a primary contract manager available during normal business hours and acknowledge the Agency's ability to cancel the contract immediately upon vendor default.
