About this opportunity

The Texas Department of Public Safety is requesting proposals for renovation of Building B at the Sierra Blanca Area Office facility in Sierra Blanca, Texas, with proposals due August 24, 2026 and a pre-proposal site visit on August 17, 2026. A mandatory subcontracting plan demonstrating good faith efforts for Historically Underutilized Business (HUB) and Veteran Heroes United in Business (VetHUB) participation is required; vendors must identify the percentage of contract value expected to be subcontracted to VetHUB-certified firms and must notify identified VetHUBs at least seven business days before closing.

The scope encompasses approximately 1,120 square feet of selective demolition, construction, mechanical, electrical, plumbing, and finish-out services including demolition of existing flooring, bathroom fixtures, and ceilings; installation of new kitchen cabinetry, hollow metal doors with glass windows, motorized and manual rolling doors, ceiling tiles and grid systems, LVT flooring in kitchen and bathroom areas, interior and exterior painting, plumbing systems including water heater relocation and PEX-A domestic water lines, HVAC inspection and ductwork, and electrical work including LED lighting and GFCI receptacles. All work must comply with applicable codes including the International Building Code, NFPA standards, ADA requirements, and Texas Accessibility Standards. Contractors must furnish evidence of at least three similar projects with owner references and ensure all workers have a minimum of three years of experience in their respective fields. Pricing must be submitted as a single lump-sum job price inclusive of all labor, materials, equipment, overhead, and profit on a mandatory pricing schedule. Financial documentation demonstrating ability to perform is required.

DPS will evaluate responses using best-value criteria: 30 points for technical requirements, 40 points for vendor qualifications and past performance, and 30 points for cost. The initial contract term is one year from the effective date, with DPS retaining the right to extend for up to an additional six months. Contractors must obtain performance and payment bonds if thresholds are exceeded, maintain comprehensive insurance coverage, comply with prevailing wage rate requirements under Texas Government Code Chapter 2258, and submit to criminal history background checks for project personnel. DPS reserves 10 percent retainage from final payment. Contractors must respond to warranty calls within 48 hours with resolution within five days. The anticipated contract award date is August 31, 2026.
