About this opportunity
Indianapolis Airport Authority is soliciting proposals for design and installation of vinyl wraps on bus shelters and a gate/guard house across Lots 1–26 at Indianapolis International Airport in Marion County, Indiana. Written questions are due November 6, 2026 at 5:00 p.m., and proposals are due November 23, 2026 at 2:00 p.m. through PlanetBids. The RFP encourages local participation and workforce development initiatives.
Scope covers design consultation, site preparation and cleaning, production and printing of vinyl graphics, installation, and post-installation inspection. Attached specifications address vinyl durability, UV resistance, and adhesion for front-left and front-right plexiglass shelter panels, and a separate specification covers a prefabricated parking garage booth. Respondents must visit the work site before submitting. Required submittals include a Business Information Document, an E-Verify certificate, a signed Conflict of Interest statement, and three references demonstrating similar project experience. The IAA reserves the right to award to a single respondent or divide services among multiple respondents.
Required insurance includes workers' compensation, automobile liability, general liability of $5 million to $10 million per occurrence depending on location, and professional liability of at least $2 million for design activities. The contract template sets general liability and commercial auto liability at $10 million per occurrence. Respondents must also provide a one-year warranty on materials and workmanship.
Compensation is set through proposal response and negotiation. The contract template provides an initial one-year term with IAA renewal options in one-year increments, capped at four years cumulative. Payment is net 30 days from invoice review and acceptance by IAA Project Management. Costing remains valid for 180 days. Award is anticipated the week of December 14, 2026. Work begins after full contract execution, with implementation likely in April or May 2027 during regular business hours, subject to IAA site safety and substance abuse policies. All deliverables, including designs and specifications, become IAA property. Submissions are limited to 20 pages plus appendices, formatted on 8.5 x 11-inch paper in 10-point font with one-inch margins.
