The City of Big Bear Lake Public Works Department is requesting proposals for a Sewer Master Plan Update and Sewer System Management Plan (SSMP) Update under RFP issued August 13, 2026, with proposals due September 17, 2026 at 2:00 p.m., a non-mandatory pre-proposal meeting on September 1, 2026, and questions due September 8, 2026.
The consultant must develop a 25-year planning-horizon sewer master plan, prepare an updated SSMP compliant with State Water Resources Control Board Order WQ 2022-0103-DWQ, create a hydraulic model using Bentley SewerGEMS (or approved equivalent) with updated GIS mapping, develop wastewater flow projections, perform sewer system capacity analysis, conduct field inspections with condition rating systems, and develop near-term (5-year), mid-term (10-year), and long-term (15-year) capital improvement programs. The consultant must inspect a minimum of 20 manholes under both dry and wet weather conditions, monitor flows at 12 lift stations plus 10 additional locations, inspect all force mains through potholing, and provide training on hydraulic model use and SSMP implementation. The City's sewer system comprises approximately 126 miles of gravity main, 3,000 manholes, and 12 lift stations with 26 pumps serving approximately 13,270 equivalent dwelling units.
Project completion is anticipated within 18 months from Notice to Proceed. The cost proposal shall be submitted on a time-and-materials basis not to exceed the proposed price, organized by task grouping with hourly rates, labor costs, overhead, sub-consultant costs, and itemized direct expenses. Unit pricing for additional work beyond specified levels must be provided. City Council consideration of the professional services agreement is anticipated for October 14, 2026. Evaluation criteria are relevant work experience and qualifications (25 percent), overall project approach and understanding (30 percent), anticipated schedule and project management (10 percent), hydraulic modeling and GIS technical approach (15 percent), SSMP regulatory expertise (10 percent), and cost-effectiveness (10 percent). The City reserves the right to conduct interviews on September 30, 2026, and to approve or reject all key personnel and sub-consultants.
