2015 SSMP.pdf

This document is a Sewer System Management Plan (SSMP) prepared for a California municipality, detailing comprehensive sewer system management strategies and requirements. The SSMP outlines the products and services required for sewer system planning and management, including wastewater collection system evaluation, capacity analysis, rehabilitation prioritization, and operational protocols. The document establishes the framework for managing the sanitary sewer system to comply with regulatory requirements and optimize operational efficiency. The scope encompasses system characterization, identification of deficiencies, and development of prioritized capital improvement programs. The plan addresses emergency response procedures, maintenance protocols, and long-term system sustainability, with implementation extending over a multi-year period to ensure comprehensive system assessment and improvement planning.

The SSMP serves as a management tool to guide capital expenditures and operational decisions for the wastewater utility. The document integrates funding requirements with identified system needs, establishing priorities for rehabilitation and replacement projects based on condition assessment and risk evaluation. The plan reflects current environmental conditions of the sewer system, including aging infrastructure challenges and capacity constraints, while providing a framework for systematic improvements. The SSMP functions as both a planning document and a regulatory compliance instrument, ensuring the municipality meets state and federal environmental mandates while maintaining fiscal responsibility in system investments. Implementation relies on municipal budgeting processes and potential grant funding sources to support the prioritized capital improvement recommendations outlined within the plan.
