City of Big Bear Lake Sewer Master Plan / Sewer System Management Plan RFP

1. INTRODUCTION

The City of Big Bear Lake is a four-season, resort community located at an elevation of

6,700 feet in the San Bernardino National Forest, approximately 100 miles east of

Downtown Los Angeles. Comprising nearly seven square miles, the City has a permanent population of 5,206. The City of Big Bear Lake serves as the primary commercial hub for the greater Big Bear Valley, which is comprised of a number of unincorporated communities with an additional population of approximately 12,000.

The City’s land use map currently reflects approximately 9,120 developed parcels (8,176 residential, 944 commercial) and 1,400 undeveloped parcels. As of June 2023, there were approximately 13,270 equivalent dwelling units (EDUs) within the City.

The City is seeking proposals from qualified civil engineering firms to provide professional services related to the preparation of a Sewer System Management Plan, a Sewer

System Management Plan (SSMP), and other related work. For the purposes of this RFP, the key project elements will be defined as follows:

• Sewer Master Plan (Master Plan) – A long-range planning document addressing existing and future sewer system capacity, hydraulic performance, infrastructure needs, capital improvements, and related planning. The Sewer Master Plan should contemplate a twenty-five (25) year planning horizon.

• Sewer System Management Plan (SSMP) – The City’s regulatory management plan to be prepared and maintained in accordance with State Water Resources

Control Board Order WQ 2022-0103-DWQ.

The City’s Sewer Master Plan (Master Plan) was last prepared in 2003 by So & Associates

Engineers, Inc. The SSMP was last updated in 2015. The scope of work for this effort will be either the update or complete redevelopment of these existing documents. The Sewer

Master Plan should address the needs of the City’s sewer system now and in the future.

The Sewer System Management Plan should address how the City will manage, operate, maintain, prevent spills from, and continually improve the sewer system in accordance with State Water Board requirements.

2. BACKGROUND

The Big Bear Lake Sanitation District was formed by the San Bernardino County in the mid 1940’s to treat the sewage of the Big Bear Lake Community. The first sewers were installed in 1947 through Assessment District No. 1. Assessment District No. 2 was constructed in 1956 and Assessment Districts 3 through 13 in the next twenty years.

Assessment Districts 14 through 17 were constructed in the 1980’s. The City of Big Bear

Lake was incorporated in November of 1980 and at that time, assumed the Big Bear Lake

Sanitation District, including all assets and responsibilities.

City of Big Bear Lake Sewer Master Plan / Sewer System Management Plan RFP

The City of Big Bear Lake Public Works Department owns and operates the City’s sanitary sewer collection system. The sewer collection system is comprised of 18 tributary areas that generally flow easterly via a combination of large diameter interceptor sewers, lift stations and force mains which flow to the Lake Plant Station owned and operated by Big

Bear Area Regional Wastewater Agency (BBARWA). BBARWA is a Joint Powers

Authority comprised of the City of Big Bear Lake, the Big Bear City Community Services

District, and the County of San Bernardino Service Area 53b, and provides for the regional treatment of wastewater across the Big Bear Valley. Pursuant to the Joint Powers

Agreement, the City of Big Bear Lake has two (2) seats on the BBARWA Board of

Directors but the City bears no operational responsibility for wastewater treatment.

The City last completed a Master Plan in 2003 with So and Associates Engineers, Inc.

The two main objectives of the 2003 Sewer Master Plan were 1. to conduct a comprehensive review of the City’s sewer collection system and 2. to identify those areas that require upgrading due to insufficient existing capacity, and infiltration from groundwater and or surface inflow from storm runoff and snow melt. A PDF copy of the previous SMP will be provided as Attachment “A” to this solicitation. It is important to note that the City does not have a copy of the final Hydraulic model or the corresponding data input/output files prepared by So and Associates Engineers, Inc. for this project.

The City prepared a Sewer System Management Plan (SSMP) in 2015 to comply with

State Water Resources Control Board Order 2006-0003-DWQ. State Resources Control

Board Order WQ 2022-0103-DWQ, Statewide Waste Discharge Requirements General

Order for Sanitary Sewer Systems became effective June 5, 2023. This scope will require the preparation of an updated SSMP in accordance with the current Board Order. As a component of the SSMP, the consultant will be asked to develop an updated

FOG/Blockage Control Program as that was last updated by the City in 2009.

The City has experienced modest growth since the completion of the last SMP in 2003.

The major changes include Tract Map 18580, a 23 lot residential subdivision on Paine

Road, Tract Map 16511, a 26 residential subdivision on Seneca Trail, and Tract Map

18678, an 8 lot commercial subdivision on Sandalwood Drive. Beyond these developments, the City has experienced considerable development of residential and commercial uses across previous undeveloped parcels as well as extensive redevelopment of previously accounted for sites.

The City’s Sewer Atlas Map references the length of the sewer mains, manhole numbers, rim elevations, sewer manhole depth, Assessment District number, the approximate location and depth of sewer laterals. The City’s Sewer Atlas Map is available in CAD format. The Sewer Atlas Map CAD file is organized by layer for each Assessment District.

The layer naming convention includes Assessment District, pipe size and material. The

City’s sewer atlas has been integrated into a GIS base map. The City’s Atlas CAD file and

GIS data do not line up because the Atlas Map used as-built plans to map all City sewers and the GIS network used GIS data. The City’s ArcGIS map of the sewer system shows the location of City sewer mains, manholes, pipe material, diameter and length. The GIS https://dpwlfweblink.sbcounty.gov/WebLink/DocView.aspx?id=1626376&dbid=3&searchid=bb0b3098-3610-4422-98ab-dcd9714cb942 https://dpwlfweblink.sbcounty.gov/WebLink/DocView.aspx?id=630618&dbid=3&searchid=060dece9-4233-4217-8dfa-7e6a41e0f316 https://dpwlfweblink.sbcounty.gov/WebLink/DocView.aspx?id=637638&dbid=3&searchid=957dc11e-cd79-4c8d-8aeb-28721c23c49f https://dpwlfweblink.sbcounty.gov/WebLink/DocView.aspx?id=637638&dbid=3&searchid=957dc11e-cd79-4c8d-8aeb-28721c23c49f

City of Big Bear Lake Sewer Master Plan / Sewer System Management Plan RFP sewer map along with rim and invert elevations shown in the Sewer Atlas CAD file shall be used as the basis for developing a new hydraulic model.

Sewer Collection System Statistics

The City of Big Bear Lake’s sewer collection system is comprised of the following:

• A service area of approximately seven (7) square miles

• Approximately 9,200 sewer connections

• Approximately 126 miles of gravity sewer main o Main sizes range from 4-inches in diameter to 24-inches in diameter o ~90% of the system is 6-inch and 8-inch main

• Approximately 3,000 manholes

• Twelve (12) sewer lift station comprised of twelve (12) wet wells and twenty-six

(26) pumps

• Associated force mains providing the connection between the lift stations.
