About this opportunity
The Portland Bureau of Transportation (PBOT) is requesting bids to establish multiple Price Agreements for vacuum excavation and utility locating services under ITB DOC2314444802, with bids due August 18, 2026. Oregon resident bidders receive preference, with reciprocal preference applied to out-of-state bidders based on their home state's local preference policies.
The scope includes vacuum excavation to depths up to 12 feet below ground surface, surface restoration (asphalt, concrete, topsoil, or gravel), traffic control and traffic control plan preparation, erosion and sediment control, excavation reporting, and project management support. Work occurs within public rights-of-way in Portland. Contractors must submit unit and extended pricing for all line items across excavation depths, surface restoration by material type, traffic control by street classification, and project management support. Selected contractors must commence work within 21 calendar days of receiving a Task Order.
The combined not-to-exceed budget for the Price Agreements is $1 million. The initial contract term is five years from the effective date, with the City holding an option to extend for an additional five years. Individual Price Agreements are issued up to $500,000 not-to-exceed, with work issued as needed through Task Orders—no guaranteed minimum or maximum quantities.
Contractors must maintain commercial general liability insurance of at least $2 million per occurrence, workers' compensation insurance of at least $1 million per accident and per employee, and automobile liability insurance of at least $2 million per accident. All insurance must name the City of Portland and its officers, agents, and employees as additional insureds. State of Oregon prevailing wage rates apply. Contractors must hold a City of Portland business license and Equal Employment Opportunity Employer certification.
Questions must be submitted at least seven calendar days prior to the bid due date. Bid prices must remain firm for 60 calendar days from bid opening. Payment terms are Net 30 days via electronic funds transfer. Awards may be made to single or multiple bidders.
