About this file

This is a submission instructions document for the Portland Bureau of Transportation (PBOT) in Oregon related to vacuum excavation utility locating services for capital improvement projects. The document provides guidance to prospective bidders on how to submit their proposals for consideration. PBOT intends to utilize vacuum excavation—the removal and replacement of materials via coring, vacuum extraction, or similar methods—to verify the depth and location of existing utilities during the design phase of capital projects. PBOT will issue Task Orders under price agreements established through this procurement process. The submission instructions document outlines the procedural requirements and formatting specifications that bidders must follow when preparing and submitting their bids, ensuring compliance with PBOT's administrative and technical standards for evaluation.

The document establishes the framework for bidder participation and contract administration, detailing how qualified vendors will be selected to provide these specialized utility locating services on an as-needed basis through task orders. By establishing price agreements in advance, PBOT can efficiently procure vacuum excavation services for multiple capital projects without conducting separate competitive procurement for each engagement, thereby streamlining project delivery and reducing design timeline delays caused by utility conflicts.
