About this opportunity

Front Range Community College (FRCC) is requesting proposals from qualified Design/Build entities for a Security Upgrade, Collegewide Phase 1 of 2 project with a prequalification deadline of October 7, 2026 at 2:00 p.m. Mountain Time and mandatory attendance at pre-proposal conferences and site tours on September 16, 2026 (Larimer Campus at 8:30 a.m. and Westminster Campus at 11:30 a.m., both locations required). The project is subject to Colorado prevailing wage requirements, an 80 percent Colorado labor requirement mandating that Colorado residents perform at least 80 percent of the work, Buy Clean Colorado Act requirements for eligible materials with specified global warming potential limits, and mandatory apprenticeship program participation for mechanical, electrical, and plumbing subcontractors on contracts valued at $250,000 or more.

The scope encompasses comprehensive assessment, design, and installation of upgraded access control hardware and software systems across all three FRCC campuses, including replacement or modification of electronic access control components, integration of modern security features such as digital wallet and app-based authentication, and establishment of centralized management capabilities with emergency lockdown functionality. Respondents must meet 16 minimum requirements, including two years in the same business, demonstrated experience on projects exceeding $2 million each, bonding capacity up to $2 million, and specific expertise in enterprise-scale physical access control systems, existing conditions assessment, integrated physical and electronic security design, CPTED principles, cybersecurity, and higher education operational environments.

The estimated project cost is $1.9 million. The selection process uses a two-step approach: Step I requires prequalification submission by October 7, 2026, with short-list announcement on October 14; Step II involves sealed fee proposals due October 21, 2026 at 2:00 p.m. Mountain Time and oral interviews on October 22, with final selection announced October 30. Qualifications are weighted at 70 percent and fee proposals at 30 percent. Payment and performance bonds of at least 50 percent of contract value are required for contracts exceeding $150,000. The Design/Build contract is structured as a bonded lump sum with Guaranteed Maximum Price to be determined upon completion of the Design Development phase. Anticipated contract negotiation and design start are scheduled for November 2026, with construction commencement anticipated in November or December 2026.
