About this opportunity
The Hawaii Community Development Authority (HCDA), a public instrumentality of the State of Hawaii administratively attached to the Department of Business, Economic Development and Tourism, is soliciting bids for security guard and outreach services at Kewalo Basin Harbor (diamond head parking area and charter boat building) and Kolowalu Park under IFB HCDA AMT 07-2026, with bids due September 9, 2026 at 10:00 a.m. HST via the HIePRO electronic procurement system.
Bidders must hold current Hawaii security guard licenses in accordance with Hawaii Act 208 and demonstrate a minimum of five consecutive years of experience in similar security guard services. A permanent office and service facility on Oahu is mandatory. Contractors must comply with Hawaii Revised Statutes Section 103-55, which requires employees performing similar work to be paid wages no less than state rates: Parking and Security Officer I at $19.23 per hour, Officer II at $20.03 per hour, and Supervisor at $23.39 per hour (effective July 1, 2026), with automatic adjustment if state rates increase during the contract term.
The scope spans roving security patrols seven days a week including holidays (minimum foot patrols every three hours), one on-call 24/7 security guard, and one employee to operate dog park gates during posted hours (6 a.m. to 8 p.m.). Security personnel must monitor for illegal activities and safety hazards, document incidents, issue citations for park rule violations, complete non-crisis intervention training, and coordinate with law enforcement and outreach services.
The initial contract term is 36 months, with two optional 12-month renewal periods available, starting November 1, 2026. All bid pricing must be all-inclusive of labor, benefits, equipment, supplies, vehicles, uniforms, cellular phones, transportation, and applicable taxes including the 4.712% general excise tax; patrol vehicle costs are the contractor's sole responsibility. HCDA will add a $10,000 annual allowance for pre-approved additional work. Liquidated damages are fixed at $200 per calendar day per location per violation. Contractors must maintain commercial general liability insurance of $1 million per occurrence/$2 million aggregate and automobile liability coverage of $2 million combined single limit. A mandatory 0.75% transaction fee (not to exceed $5,000 for the contract term), calculated quarterly for the first year only, applies to all awards through HIePRO.
An optional pre-bid site inspection is scheduled for September 1, 2026 at 10:00 a.m. HST. Written inquiries are due September 3, 2026 at 10:30 a.m. HST. Award will be made to the responsive, responsible bidder submitting the lowest total sum bid.
