About this opportunity
The State of Delaware, Office of Management and Budget Government Support Services, is requesting proposals for secure document and data destruction services under RFP GSS27608A-DOC_DESTRUCT, with proposals due October 22, 2026, at 3:00 p.m. and written questions due October 6, 2026, at 4:00 p.m. The solicitation is available to state agencies, school districts, political subdivisions, municipalities, volunteer fire companies, and higher education entities receiving state funds.
Vendors may bid on one, two, or all three Delaware counties (New Castle, Kent, and Sussex); statewide coverage is not required. The scope comprises three service categories: paper destruction with inside pick-up (five bin sizes from 36 to 95 gallons), paper destruction with bulk pick-up (per banker box pricing), and electronic media destruction including cell phones, computers, flash drives, hard drives across multiple quantity tiers, hard drive degaussing, monitor recycling, tape destruction, and tape degaussing. Vendors providing digital and magnetic media destruction must maintain NAID AAA certification and hold all necessary Delaware Department of Natural Resources and Environmental Control hazardous waste permits for media destroyed within Delaware.
The contract runs two years from January 1, 2027, through December 31, 2028, with three optional one-year renewal periods available through negotiation initiated no later than 90 days prior to contract termination. All pricing remains fixed through December 31, 2028; renewal-period adjustments may not exceed the Philadelphia CPI-U. The State reserves the right to make multiple awards by county, service type, item-by-item, or lump sum as most advantageous.
Evaluation uses a 150-point scoring matrix: pricing (pricing is weighted but total points not specified), vendor experience and capacity (20 points), technical approach and service model (20 points), certifications and compliance (20 points), key personnel and security controls (20 points), customer service and responsiveness (15 points), and business references (15 points). Vendors must provide three business references for similar work; subcontractors must provide three additional references each. Minimum insurance requirements include $1 million Commercial General Liability, $1 million Automotive Liability, and Workers' Compensation coverage. Bid and performance bonds are waived. Award is expected within 90 days of bid opening on October 22, 2026. Vendors must obtain Delaware business licensure prior to award and comply with all federal and state employment, prevailing wage, and environmental requirements.
